Why did the parliamentary committee raise questions?
The Parliamentary Committee clarified in its report that there have been cases of discrimination against Scheduled Caste (SC) and Scheduled Tribe (ST) employees in Railways in promotions, postings and daily dealings. Following are the main points of displeasure of the committee:
Barriers to promotion: According to the report, many qualified employees from reserved categories are being deliberately deprived of higher positions.
Delay in grievance redressal: The complaints filed by SC/ST employees are not being resolved within the stipulated time limit, which is increasing the feeling of insecurity among them.

Sharp criticism and instructions from Railways
The committee has warned the Railway Board that there should be no place for a social curse like “casteism” in the modern Indian Railways. The committee has given the following strict instructions to the Railways:
Filling up of backlog posts: The vacant posts of SC/ST quota should be filled as soon as possible on priority basis.
Sensitization Programme: Special workshops should be organized for railway officers and employees so that change in their mindset can be brought about.
Fixing Accountability: Strict disciplinary action should be taken against officers found guilty of discrimination.
