
Chief Minister Yogi Adityanath has taken another historic step towards making Uttar Pradesh the largest industrial and economic center of the country. In a high-level meeting on Sunday, CM Yogi thoroughly reviewed various provisions of the proposed ‘Uttar Pradesh Startup Policy-2026’ and issued strict guidelines to the officials. The most unique and sensitive aspect of this new policy is that preparations have been made to take every section of the society along with it. Yogi government has now prepared a masterplan to provide special financial incentives and concessions to the women entrepreneurs of the state, entrepreneurs from economically weaker sections (EWS), disabled people and transgender (Kinnar) community to advance them in the field of business. Along with this, the government is also going to shower special favors on the startups of Purvanchal and Bundelkhand regions, which are considered backward.
New policy will make youth ‘job givers and not job seekers’
During the review meeting, Chief Minister Yogi Adityanath said that Uttar Pradesh today has the country’s largest youth power, a huge market, strong digital and industrial base and an excellent investor-friendly environment. All these factors together have the potential to make UP the national center of the country’s economy. He told the officers that the form of the new Startup Policy-2026 should be such that it makes the youth of our state not just job seekers but also job creators by setting up their own enterprises. This policy will give Uttar Pradesh a new and strong identity in the field of innovation and new industries at the global level.
Maintenance allowance and seed capital assistance will be stronger
The Chief Minister directed the officials that the government incentives related to maintenance allowance, prototype grant, seed capital support and patent and quality certification given under the new policy should be made more effective, accessible and transparent than before. Along with this, orders have also been given to constitute a dedicated ‘Uttar Pradesh Startup Mission’ to ensure smooth operation of startup activities across the state, financial management, accurate monitoring, capacity building and better coordination between different stakeholders. Principal Secretary, IT and Electronics Department told the CM that UP has made unprecedented progress in the startup ecosystem in the last few years. While UP was in the category of ‘Aspiring Leader’ in the year 2018, in the year 2025, Uttar Pradesh has become the ‘Top Performer’ state of the country in the ranking of the Government of India.
UP will become the country’s leader in deep-tech, AI and space technology
CM Yogi, showing far-reaching thinking, said that the government will provide necessary support to the startups of the state at every step, from the initial stage to their global expansion. He said that to make the new entrepreneurs of UP nationally and internationally competitive, they should be directly connected to the world’s best accelerator programs, big investors, industry and top research institutes. The new policy will focus on future emerging technologies like Artificial Intelligence (AI), Machine Learning (ML), Quantum Technology, Robotics, Semiconductor, Aerospace, Space Technology and Health-Tech. The government will provide special financial help and mentorship to deep-tech startups working in these areas.
U-hubs will be built in Lucknow and Noida, research will reach the market from laboratory
To promote innovation and research, the Chief Minister has given instructions to drastically increase the number of ‘Centers of Excellence’ in the state. He has asked to establish a strong network between universities, technical educational institutions, big research centers and the corporate world so that the new experiments and inventions done in the lab can directly reach the market and take commercial form. CM Yogi announced that the proposed ‘U-Hub’ in Lucknow and Noida will be developed as major and most modern centers of deep-tech innovation. In the end, he clearly said that the newly formed Startup Mission will work with a completely professional, transparent and accountable system, so that a strong and inclusive business environment can be created in UP.
