Just before the three-tier Panchayat elections in Uttar Pradesh, a big crisis has arisen regarding rural development works. After the completion of the five-year tenure of the village heads in the state, to ensure that the development work in the villages does not stop, the government has appointed them as ‘Administrators’ and entrusted them with the responsibility of handling the work. But, due to technical and administrative complications the work is not starting on the ground.
The biggest problem that has come to light is that the new development action plan made for the financial year 2026-27 is not yet uploaded on the government portal. Without uploading the action plan, it is impossible to get approval and budget for any new work in the Panchayats. In such a situation, a big question has arisen that how will Pradhan ji, who has become an administrator, develop the villages?
The plan was prepared offline in March, the portal was ‘stalled’
According to the rules, it has been made mandatory by the Panchayati Raj Department that after preparing their action plan, the Gram Panchayats will upload it on the online portal, only after which administrative and financial approval is given. The action plan for the current financial year (2026-27) was prepared in an offline meeting in the month of March itself.
But after this, due to technical problems or non-functioning of the portal, it could not be fed online. On May 26, the original tenure of the Pradhans ended and they became administrators, but now their hands are completely tied without online entry.
At present, Panchayats are relying only on incomplete and old works.
Due to this technical hurdle, the Panchayats are currently facing a situation of confusion. Unless the government level gives permission or opens the way for uploading the new action plan on the portal, no new work (like new drain, drain, or interlocking) will be started in the villages.
In such a situation, the heads who became administrators have only one way left, that is to complete those incomplete works of the previous action plan, which were pending due to some reason or whose budget was already approved.
‘The work should not stop, the government should find a solution soon’
Expressing concern over this issue, State General Secretary of Gram Pradhan Organization Ravindra Dixit said that the decision to make Pradhans administrators is welcome and they are ready to fulfill the responsibility. But for this, smooth arrangements for uploading the action plan of the current financial year should be made immediately. The government should seriously consider this technical problem so that development work in rural areas does not come to a complete halt.
On the other hand, District Panchayat Raj Officer (DPRO) Rohit Kumar has also confirmed that the action plan has not been uploaded yet. The local administration is now waiting for the guidelines from the government (Lucknow) in this matter, after which further action will be taken.
Big meeting of public representatives of Kanpur division on June 10
To resolve this impasse and improve the financial condition of the Panchayats, the Panchayati Raj Department has taken another big step. The department has decided to hold direct talks with Panchayat representatives like District Panchayat, Area Panchayat (BDC) and Village Heads regarding the 6th Finance Commission.
Under the official program issued by the government, all the public representatives of Kanpur division have been called to Lucknow on June 10. According to the letter issued by the Director of Panchayati Raj Department, in this meeting, along with the problems of the action plan, the following corrective suggestions will be discussed:

Suggestions on imposition of new taxes and fees to increase income in Panchayats.

Consideration of necessary amendments and changes in the old rules.

Identifying new sources of income to make Gram Panchayats self-reliant.
