New Labor Policy: Under the leadership of Modi, the Indian government is preparing a new labor policy, which will bring major changes for the workers of the country. The main objective of this policy is to create a fair and inclusive labor system in the country, which is in line with the future needs. Special focus will be given to empowering women and youth and enhancing their workforce by providing them more opportunities.

The Ministry of Labor and Employment has prepared a draft of this policy in the name of Labor Power Policy 2025. It emphasizes on providing universal social security to workers and protecting their occupational safety and health. The Ministry will act as an employer and establish better coordination between workers, training institutions and employers.

There is a plan to implement this policy in three phases. The first phase, which will be completed by FY 2027, will focus on integration of institutional arrangements and social protection. In the second phase, between 2027 and 2030, universal social security accounts, district-level employment facilitation cells and skill loan systems will be implemented across the country. In the third phase, all the initiatives will be integrated to create a complete system.

For the implementation of this policy, an inter-ministerial council called National Labor Employment Policy Implementation Council (NLEPIC) will be constituted under the chairmanship of the Labor Minister. This council will monitor the progress of all phases as per the targets and timelines.

The policy includes several key measures, such as creating a universal social security account and integrating benefits under the Employees’ Provident Fund Organization (EPFO), Employees’ State Insurance Corporation (ESIC), Pradhan Mantri Jan Arogya Yojana (PMJAY), e-Shram and state welfare boards into a single system. Moreover, schemes like National Apprenticeship Promotion Scheme, Pradhan Mantri Kaushal Vikas Yojana and Kaushalya Bharat will be integrated into a single skill-employment scheme.

The government will also promote green employment to increase environment-friendly employment. For this, a single-window digital compliance system with self-certification and simplified MSME returns will be developed. Additionally, an integrated national labor data framework will be created for transparent monitoring, thereby ensuring inter-ministerial uniformity.

India’s labor market is undergoing major changes due to digitalization and green transition. Keeping this in mind, the government wants to create a strong system by combining social security, skill development, occupational safety and technology-based governance. For this, the National Career Service Portal will be developed as a digital public infrastructure, which will help in job matching, certificate verification and skill alignment.

The Ministry has invited comments and feedback on this draft policy so that it can be finalized and sent to the Cabinet for approval. With the implementation of this policy, the workers of the country will get a more secure and full of opportunities future.
