During the discussion on the Anti Paper Leak Bill i.e. ‘Public Examination (Prevention of Unfair Means) Amendment Bill, 2026’ in the Rajya Sabha, the upper house of the Parliament, a huge political uproar broke out when Leader of Opposition and Congress President Mallikarjun Kharge made a scathing attack on Manusmriti and the ideology of RSS. After this statement of Kharge, there was a heated argument between the ruling party and the opposition in the House, where Union Minister JP Nadda and MP Sudhanshu Trivedi termed his statements as creating unrest in the society and beyond the facts.
Kharge’s sharp questions on anti-paper leak bill and education system
Taking part in the discussion in the Rajya Sabha, Congress President Mallikarjun Kharge seriously accused the Central Government of playing with the future of the youth. He said that a total of 152 paper leak incidents have been reported in the country during the last 10 years, but despite this not even a single main culprit has been punished. Kharge raised questions on the functioning of the government and the investigating agencies and said that due to this failure, the future of crores of youth of the country has become bleak. Along with this, he strongly demanded to implement time bound annual examination calendar in the country so that the uncertainty of the students can be removed.
Clash in the House over expenditure on education and Manusmriti
Taking his point forward, Mallikarjun Kharge also raised questions on the country’s education policy and budget allocation. He said that at least 6 percent of the GDP in India should be spent on the education sector, whereas currently only around 3 percent is being spent. Kharge alleged that due to low budget, the condition of government educational institutions is worsening and education is increasingly going into private hands, due to which children of the poor and Dalit class are being deprived of higher education. In this sequence, he made a controversial comment and said that the policies of the government are reminiscent of the old thinking of Manusmriti in which education was considered to be the privilege of only a few people.
Ruling party enraged over mention of RSS syllabus and alleged shloka
Kharge further alleged that the universities and educational institutions of the country are allegedly being filled by RSS people and objectionable changes are being made in the curriculum. He read the Hindi translation of some so-called provisions of Manusmriti in the House, after which a strong protest was lodged from the ruling party. Immediately after this statement, a huge uproar started in the House, due to which the atmosphere of the proceedings became quite heated.
Strong counterattack by JP Nadda and Sudhanshu Trivedi
Expressing strong objection to the statements of the opposition leader, House leader and Union Minister JP Nadda said that the statements made by Mallikarjun Kharge are completely beyond the facts and can create unrest in the society. Nadda challenged and said that the Leader of Opposition should present the original copy of Manusmriti in the House. The Chairman also asked Kharge to authenticate his statements and also made it clear that the passages related to Manusmriti which were mentioned would be expunged from the record. After this, BJP MP Sudhanshu Trivedi, citing various historical books, references of Calcutta High Court and writings of Dr. Babasaheb Ambedkar, rejected the claims of Congress and called this statement politically motivated.
