The Medical Counseling Committee (MCC) and the Union Health Ministry have announced several landmark reforms to make the NEET UG 2026 counseling process more transparent, digital and student-friendly. The main objective of the new rules is to completely eliminate unnecessary travels, paperwork and mental stress faced by students and their parents during counselling. After the review meeting by the Health Minister, instructions have been given to implement these changes with immediate effect.
One-time physical reporting: No hassle of going to college again and again
The biggest and relief decision of the counseling process is related to ‘One-Time Physical Reporting’:

Upgrade Option: Students who opt for ‘Upgrade’ or ‘Float’ after seat allotment will no longer be required to physically report to the allotted college just for formalities.

Seat will be reserved: While searching for a better seat in the next round, their already allotted seat will remain completely safe in the system.

One time admission: When the final seat is decided after the third round, then the student will have to go to the concerned medical college and complete the process of submitting the original documents and fee payment in one go.
NRI quota admission now completely digital
The process has been made extremely simple and transparent for candidates claiming medical seats under NRI quota in deemed universities:
