A very big news of this time is coming out from the police department and administrative corridors of Uttar Pradesh. After a long wait of last 4 years, Uttar Pradesh is finally going to get its full-time i.e. permanent Director General of Police (DGP). According to confirmed information received from sources, the Union Public Service Commission (UPSC) has prepared a final panel of 3 senior IPS officers and sent it to the Uttar Pradesh government. It is believed that the state government is going to put the final seal on the name of the current acting DGP of the state, Rajeev Krishna (IPS Rajeev Krishna) and soon its official order may be issued from the Chief Minister’s Office.

As per the strict guidelines of the Supreme Court, the permanent DGP of any state is given a secure tenure of at least 2 years so that he can independently make policies regarding law and order. Rajiv Krishna, a senior IPS officer of 1991 batch, is holding the command of acting DGP of UP from June 1, 2025. Since he is due to retire in June 2029, if he is appointed as the permanent DGP, he will get a long and stable time to reform and strengthen the policing system of the state.

Taking forward the process of appointment of permanent DGP, the Uttar Pradesh government had sent the list of 19 eligible IPS officers to UPSC. Regarding this, an important meeting of the Commission was organized in New Delhi on 26th May, in which the Chief Secretary of Uttar Pradesh and Principal Secretary (Home) also participated. After rigorous evaluation of service records and seniority, the Commission has finalized the names of the 3 strongest contenders and sent them back to the State Government, details of which can be seen in the table below:

Rajiv Krishna is a resident of Noida, his wife is also a senior officer.

Rajiv Krishna, originally from Noida, is counted as a very strict, disciplined and sorted administrative officer of UP cadre. He was born on June 26, 1969. He belongs to an influential family with a long history of bureaucracy. His wife Meenakshi Singh herself is a senior IRS officer and is currently working as Deputy Secretary in CBDT, Noida. Apart from this, many other members of his family and close relatives are also part of senior police, political and judicial services.

Career graph: From first posting in Allahabad to first DIG of ATS

After becoming IPS in 1991, Rajiv Krishna’s career graph has been quite illustrious both at the field and headquarters level:

  • Initial phase: After completing his training, his first posting was in Allahabad (Prayagraj) as a trainee IPS. After this he did excellent work as ASP in Bareilly, Kanpur and Aligarh.

  • Captaincy of Districts: On March 10, 1997, he was given the command of a district for the first time and became the SP of Firozabad. After this, he served as SSP in important districts like Etawah, Fatehgarh, Bulandshahr, Gautam Buddha Nagar (Noida), Agra, Lucknow and Bareilly.

  • Special Wing Experience: When the Anti Terrorist Squad (ATS) was formed for the first time in Uttar Pradesh, Rajiv Krishna was made its first DIG. He has also been IG of Meerut Range and ADG of Agra and Lucknow Zone. After this, he also held important positions like DG Vigilance and Chairman of Police Recruitment Board, where his working style in conducting the UP Police Recruitment Examination again with complete transparency was highly appreciated.

End of the era of caretaker captains:

Uttar Pradesh Police was running without a full-time permanent chief after the then permanent DGP Mukul Goyal was removed from the post in May 2022. In the last 4 years, the command of UP Police has been in the hands of successive acting captains, which include Dr. DS Chauhan, RK Vishwakarma, Vijay Kumar, Prashant Kumar and now Rajiv Krishna. After the Supreme Court expressed its displeasure over the acting DGP system in the states, now the path for full-time appointment has finally been completely cleared.
