A hearing was going on in the Jharkhand High Court regarding the delay in the civic elections. The court had asked the Commission a direct question as to when will the elections be held?

Why is there so much delay? (Reason for Delay)

- Reservation Roster: At many places, there was a problem regarding reservation of OBC and other categories, which has to be resolved through triple test.
- Voter List and Delimitation: Before holding elections, there is a long process of forming wards and updating the voter list, which takes time. The Commission says that it will take time for them to complete this preparation.

- No hearing: Due to the absence of elected representatives (Mayor/President), the public’s direct hold on the system has reduced.
- Fund problem: Many times the grant received from the Center also gets stuck due to the absence of an elected body.

High Court’s strictness
The High Court is not very happy with this delay. The court has directed the Commission and the Government that the date given should be implemented at all costs. The court also said that it is very important for local democracy to hold elections on time.
