News India Live, Digital Desk: Nowadays, be it city or village, the terror of stray dogs has become such a reality that it is impossible to ignore. There are often reports that children playing in the park or an elderly person out for a morning walk are attacked by stray dogs. Recently, a hearing was going on in the Supreme Court on this very serious and emotional issue, where a conversation took place between veteran lawyer Kapil Sibal and the judges of the Supreme Court, which attracted everyone’s attention.

Kapil Sibal’s ‘concern’ and that strong suggestion

During the debate, Kapil Sibal made a strong point that the increasing number of stray dogs is now out of control. Citing safety on the roads, he demanded that sterilization of stray dogs should be made mandatory and expedited. His logic was clear – unless their population decreases, it will not be safe for people to go out on the streets.

That ‘funny’ but deep counterattack of the court

As soon as Sibal raised the issue of vasectomy, the atmosphere in the court room became a bit serious along with light banter. The judges retorted with a smile while listening to Sibal’s argument. The judge jokingly said- “Why not get these dogs counselling?”

This message hidden amidst the laughter was very deep. The court was actually indicating that mere sterilization is not the ultimate solution to the problem. The matter is complicated because on one side there is human life and on the other side the animal rights activists have their own argument. The law is trying to strike a balance between the two, but the reality on the streets tells something else.

You and I with whom?

This funny question of the judge has sparked debate on social media also. People say that when an innocent child becomes a victim of dog bite, there is no ‘counselling’ or ‘rules’ to remember. Fear has taken hold in the minds of parents. At the same time, people who love dogs stand against the cruelty that happens during sterilization or killing them.

What is the way forward?

Such debates in the court show that the government machinery has so far failed to solve the problem of stray dogs. Be it Municipal Corporation or NGO, the figures are increasing on paper, but the danger on the roads has not reduced. The Supreme Court is currently trying to find a middle path in this matter, where humans get protection and there is no atrocities on dumb animals.
