News India Live, Digital Desk: Jharkhand’s Hemant Soren government is planning to implement a new liquor policy to boost tourism and revenue in the state. Under this new proposal, by increasing the timing of serving liquor in hotels, restaurants and clubs, 4 am Preparations are underway to do so. Currently this time limit is 11:30 or 12 o’clock at night.

Key Highlights of the new policy

Extension of time limit: Bars and clubs in big cities like Ranchi, Jamshedpur and Dhanbad will now be able to remain open till 4 am.

Target to increase revenue: The government believes that by extending the time, there will be an additional increase of crores of rupees in the state exchequer through excise duty and license fees.

Promotion of tourism: The government wants to attract youth and tourists by making nightlife accessible, as is the case in cities like Goa or Mumbai.

Relaxation in licensing rules: The process of granting new licenses may be simplified, especially in areas that are being developed as ‘tourism hubs’.

Challenge of security and regulations

Along with increasing the time, the government is also paying special attention to security and law and order:

CCTV Mandatory: It will be mandatory for all establishments operating till 4 am to install high-definition CCTV cameras.

Additional Security Forces: Patrolling will be increased at night to prevent drunken driving and other criminal incidents.

Age Verification: The provision of heavy fine and cancellation of license for serving liquor to minors will be made strict.

Opposition protests and social concerns

Although the government is seeing it as an economic reform, opposition parties and social organizations have objected to it. They argue that increasing the timing of serving liquor can lead to increase in domestic violence and road accidents.

When will the new rules come into effect?

According to sources, the excise department has prepared the draft of this proposal. It will soon be placed for approval in the cabinet meeting. Once approved, it will be notified across the state in or before the new financial year.
