Sometimes it is not even understood which college comes under which and whose rules apply to whom. This confusion happens not only to the students but also to the institutions themselves.

But now there is a big news. The government is preparing to replace these separate institutions with a ‘single window’ system, named HECI (Higher Education Commission of India)Recently, in a special conversation, the former UGC Chief has explained why this change is necessary and what it means,

Why is HECI replacing UGC?

For years, many different bodies have been working to manage higher education in our country. Different for technical, different for non-technical. This creates a “mess” of rules. The dream of the New Education Policy (NEP 2020) is to bring everything under one roof.

The biggest objective of HECI is to simplify the system. This means that now you will not have to move files to 10 places to open a college or start a new course.

What is “Light but Tight” formula?

Former UGC Chairman used a very interesting word in the interview- “Light but tight regulation”What does it mean?

  • Light: This means that colleges and universities will not have to face “toka-taki” in their daily work. They will have the freedom to decide what they want to teach, how they want to teach it and what research they want to do. This Academic Space They say.   • Tight: This means no compromise on ‘quality’. Relaxation of rules will not mean that anyone indulges in fraud. HECI’s crackdown will be tight on those who do not maintain standards or commit irregularities. Accountability will be greater than before.

How will the study environment improve?

Till now many times the syllabus is old or files get stuck due to lack of funds for teachers to do research. Experts believe that after the introduction of HECI:

  1. Decisions will be taken faster: The university will be able to take decisions according to its needs.
  2. Emphasis on research: Professors and students will get more ‘space’ to work on new ideas, rather than being entangled in bureaucracy.
  3. Global Standard: The standard of our colleges will improve so that we can compete with foreign universities.

The plan sounds great on paper, but the real challenge is to implement it on the ground. The former Chief believes that the success of any commission depends on how visionary the people running it are. Education does not change by changing the law, the intention to implement it should be clear.

In short, the advent of HECI could be a good news for Indian students, provided it becomes less of a “regulator” and more of a “facilitator”.
