A very important and strict rule has come out from Patliputra University (PPU), Patna for the higher education sector and research scholars of Bihar. Now it will be legally mandatory for research scholars to upload their thesis on ‘Shodhganga’ portal within exactly seven days of the completion of their viva (oral) examination in order to obtain Ph.D degree from the university.
Patliputra University has implemented this new rule with immediate effect, following the orders of the Raj Bhavan and the Chancellor. The official notification issued by the university warns in clear words that if a researcher does not submit his thesis digitally within the stipulated time limit (one week), his PhD award notification will not be issued, that is, his degree will be completely stopped.

In fact, recently the Governor cum Chancellor of Bihar had issued a clear instruction to improve the quality of research and bring transparency in all the universities of the state. In this context, Patliputra University has taken the first step and made this system mandatory.
According to the notification, within a week of the end of the viva, the researcher will have to save a PDF file of his/her complete thesis in the pen drive. After this, the scholar has to personally take this pen drive to the ‘Ph.D Cell’ of the university along with a prescribed application form. Only after successful completion of this process and verification will the official announcement of conferring the degree of Doctor of Philosophy on the student be made.
University decided ‘Standard Format’
The university administration has prepared a strict standard format for submitting the thesis in pen drive. Researchers must submit the main PDF of their thesis divided into a total of 12 separate parts (files):
Why did this drastic step have to be taken?
According to the Examination and Administrative Division of Patliputra University, there are three main objectives behind implementing this entire intricate and strict process:

Transparency in research work: To showcase the quality of research work being done in the universities of Bihar at the national level.

Digital Availability: Other students of the country and the world can easily read and refer to this thesis through the Shodhganga portal.

Plagiarism Check: To completely curb fraudsters who obtain PhD degree by copying or stealing data from the internet. In this regard, the university has issued strict instructions to all Deans and Heads of Departments (HODs).
What is Ph.D Award Notification?
If understood in common language, ‘PhD Award Notification’ is the supreme and official legal document (the main proof before the Provisional Certificate) issued by the University, which certifies that a particular scholar has successfully completed all the academic conditions, research guidelines and viva examination of his doctoral course. Only after the release of this notification, the student becomes eligible to officially add the word ‘Doctor’ (Dr.) in front of his name.
