The central and state governments (especially UP and Bihar) have made drastic changes in the rules from April 1, 2026 to make the land registry process completely transparent and prevent fraud. Now it will not be possible to do registration in the old way; You have to keep the documents ready as per the new checklist.

Biometric authentication now mandatory

Under the new rules, now only photocopy of Aadhar card will not suffice. ‘Aadhaar-based biometric authentication’ has been made mandatory in many states including Uttar Pradesh from 1 February 2026. This means that at the time of registration, the buyer, seller and witnesses will have to prove their identity on the spot through fingerprint or iris scan. This will completely curb ‘benami’ property transactions and fraud.

New system of ’13 points’ implemented in Bihar

Bihar government has made revolutionary changes in the registry process. e-registration portal But investigation of 13 major points has been made mandatory. Now the buyer will have to upload 13 information related to old land records, mutation status and Land Ownership Certificate (LPC) on the portal. After this the Circle Officer (CO) will check its authenticity within 10 days. Only after the report comes ‘positive’, a message to book the registry slot will come on your mobile.

Digital Crop Survey and New Document List

Now in the rules of 2026, the data of ‘Digital Map’ of land and ‘Digital Crop Survey’ are also being linked to the registry. Now you need to carry the original copy of the following documents for registry:

Sale Deed: In the new format, which contains the Aadhaar links of the witnesses.

Ownership Certificate (Title Deed): Strong proof of land ownership.

Latest Tax Receipt: Payment mandatory till 2025-26.

Non-Encumbrance Certificate (EC): To prove that there is no debt on the land.

PAN and Aadhar Card: With mandatory e-KYC.

Online slots and time restrictions

To reduce the crowd in registry offices, the UP government ‘Fixed Time Slot’ The rules have been implemented. If you have taken an appointment between 11 am to 12 am, you will have to complete the process within that one hour. If you miss the time, your slot will be canceled and you will have to book again. Moreover, now in most of the states, payment of registry fees and stamp duty is being accepted only through digital mode or e-GRAS.
