A very interesting and controversial news is coming out from the administrative and political circles of Bihar. The Samrat Chaudhary government of the state has issued a unique order with the aim of promoting tourism in Bihar and bringing local historical sites to the world stage. Under this new order, all the officers and employees of Bihar government will have to spend two days with their families at some tourist destination of the state every three months. After this decision of the government, a new political controversy has arisen in the state. The main opposition party Rashtriya Janata Dal (RJD) has launched a scathing attack, calling it a move to hide the failure of the government.

What is the government’s ‘Bihar Darshan’ plan? Will have to leave home district and go out

Actually, the Bihar government has started this special scheme called ‘Bihar Darshan’ to revive the civilization, culture and tourism of the state. Additional Chief Secretary of General Administration Department, Dr. B. Rajender has issued strict guidelines in this regard to all Divisional Commissioners, District Magistrates (DM), Superintendents of Police (SP) and departmental heads.

The main points of this government decree are as follows:

  • Home District Restricted: Officers and employees will have to choose a tourist destination from any other district of the state except their home district.

  • Time Limit: Mainly Friday and Saturday have been fixed for visiting tourist places.

  • No government work: During this two-day (including night) stay, the officers will not conduct any review meeting or official VIP duty. They will have to spend time completely like a tourist.

  • Duty Period: Most importantly, these two days spent at tourist places will be considered as ‘on duty’ (period spent on duty).

Mandatory to submit photos, suggestions and reports; ‘Home Stay’ will develop

According to government orders, officers will have to visit at least three major tourist places in the surrounding area during their stay. After the trip is over, they will have to prepare a consolidated report containing photographs of that tourist place, historical information related to that place, their personal experience and necessary suggestions to improve that place. This report will have to be submitted to the DM in the districts, to the Divisional Commissioner in the divisions and to the departmental secretary in the secretariat. A nodal officer will be appointed in every office to monitor this entire process. Along with this, the government has directed the Tourism and Forest Department to rapidly develop ‘Home Stay’ facilities at these places.

Regarding this order of the government, the main opposition party Rashtriya Janata Dal (RJD) has raised serious questions on both the policy and intentions of the government. RJD’s chief spokesperson Mrityunjay Tiwari cornered the government and said, “This new tourism policy of the NDA government is completely incomprehensible. The government itself is admitting its failure that the law and order in the state has completely failed and there is an atmosphere of fear all around, due to which tourists from outside do not want to come to Bihar.”

The RJD spokesperson further said that if tourists from outside states or countries had come to Bihar, the tourism industry here would have got a real boost. But to hide its failure, the government is now forcing its own officers and employees to visit tourist places. This will not only lead to wastage of public tax money, but will also completely bring work in police stations and government offices to a halt, due to which the general public will have to face a lot of trouble.
