What is Digital Local Pass and who will benefit from it?

Under the Road Transport Rules, at any National Highway toll plaza 20 kilometer radius A monthly pass is issued at a concessional rate to non-commercial private vehicle (car, jeep, van) owners residing in the U.S.

• Unlimited Crossing: After activating this pass, the vehicle can be taken out of the concerned toll plaza as many times as you want in the entire month without paying any extra fee.

• Monthly Fee: According to the rules of the Central Government, the monthly fee of this digital local pass is fixed at only ₹ 350.

• Automatic Verification: Now through the integration of ‘DigiLocker’ and ‘VAHAN’ portal, the vehicle owner’s address and Fastag verification is done online in just a few minutes.

How was the system earlier and what is the major change now?

Earlier, to get a monthly concession pass or to renew it every month, any local citizen had to go to the toll plaza office with a photocopy of Aadhar card, RC and electricity bill. There, passes were issued after manual verification by the employees, which resulted in wastage of time and created disputes.

In July 2026, the digital pass was launched as a pilot project at the Mundka-Bakkarwala toll plaza located on Urban Extension Road-2 (UER-II), Delhi. After its huge success and positive feedback from passengers, it has now been implemented simultaneously at 121 toll plazas in the country including Uttar Pradesh, Haryana, Rajasthan, Bihar, Madhya Pradesh, Gujarat and Tamil Nadu.

Why was there a need for barrier-less and multi-lane free flow (MLFF) tolling?

NHAI is rapidly implementing Automatic Number Plate Recognition (ANPR) and Barrier-Less Multi-Lane Free Flow (MLFF) systems at toll plazas in the country. Vehicles pass without stopping at tolls without barriers.

In the old system, many local residents used to get vehicles on the basis of acquaintance with the staff without getting a pass, but in the new system with automatic cameras, e-notice was immediately issued on such vehicles and double toll was deducted. To root out this problem, the digital local pass has been directly linked to FASTag, so that local vehicles can pass through the automatic toll without any interruption or challan.

The process of making a digital local pass is very simple and can be completed in 5 minutes:
