Four important changes related to student visa have come into effect from 27 October 2026 for Indian students and other international students planning to study in New Zealand. These will impact the right to work during studies, assessment of English language ability, visa application process and length of stay in the country after completion of the course. According to Immigration New Zealand (INZ), New Zealand’s immigration department, three of the changes have been made to strengthen compliance with visa rules, while the fourth gives students more time to decide the next steps after completing their studies.
1. Changed the working rules of research masters students
The most important change in the new rules is for students pursuing research-based master’s degrees. Earlier, eligible students of this category could be allowed to work unlimited hours while studying. Now they will have to follow the work conditions prescribed in the visa like other master students. Eligible students will be able to work a maximum of 25 hours a week during their studies and will be able to work full-time during scheduled holidays. However, permission to work will depend on the student’s visa conditions and eligibility
The purpose of this change is to ensure that the main purpose of a student visa remains studies. Students preparing to go to New Zealand from India to do research masters will have to keep this new rule in mind while making their financial plans. It would not be right to assume the right to do unlimited work merely on the basis of getting a visa. It is important to check the work conditions stated on your visa before applying or starting a job.
2. Increased focus on English language ability
The New Zealand Immigration Department has strengthened its guidance, clarifying that a student’s English language ability will be a key factor in assessing whether he or she can comply with the conditions of a student visa. This means that English language ability will be taken into account in assessments involving application and compliance with visa conditions.
However, it would not be correct to understand this change as a new minimum score of English test has been declared for all students. The October 27 announcement does not set a new uniform IELTS score for all student visa applicants. Different courses and visa categories may have their own requirements. Therefore, students should check the official conditions of their course, educational institution and respective visa category before applying.
3. The scope of the right to stop the visa application process increased
The third change is related to the processing of visa applications. Immigration New Zealand can now formally stop processing student visa applications in certain additional circumstances. This also includes those cases where the process of investigation or determination related to non-compliance of the rules of an educational institution is still going on.
After this change, issues related to compliance of educational institutions may impact the visa process of students. Students applying to study abroad should check the information about their affiliation, course status and official eligibility while choosing an institution. Getting admission in an institute does not in itself guarantee visa approval. The visa decision is taken based on the relevant rules and circumstances of the application.
4. Some students will get additional time after completion of the course
The fourth change has brought relief for those students whose student visa expires within a certain period after the completion of the course. In such cases, the duration of visa after completion of the course will now be two months instead of one month. However, there has been no change in the system of visas whose expiry date is fixed on March 31.
This additional time may give eligible students more opportunity to consider further studies, available options, and their next steps. However, not every student will have the same visa expiry date. Students should confirm the date and applicable rules as recorded in their visa documents. It would not be correct to assume that all students will automatically get additional time of two months just on the basis of completion of the course.
Eligible international students in New Zealand can normally work a maximum of 25 hours a week while studying, with full-time work permitted during scheduled holidays, subject to visa conditions. This arrangement is part of the changes implemented from 3 November 2025. However, the right to work is not given unconditionally to all students. Eligibility is decided on the basis of course, educational institution, level of study and conditions mentioned on the visa.
Different conditions may also apply for students taking English language courses. For example, students studying on some eligible full-time English courses can work up to 25 hours a week if they meet set hours and other requirements. Therefore, students should understand the general rules as well as the conditions of their particular category.
Indian students planning to study in New Zealand are required to check the eligibility of their chosen course and institution before submitting the application. Further planning should be done after understanding aspects like English language requirements, proof of financial resources, duration of visa and permission to work. If students are going to enroll in a research-based master’s degree, they should plan their studies and expenses keeping in mind the new rules related to working hours.
Students should also remember that violating visa conditions may affect their immigration cases in the future. It is better to read the latest instructions on the official New Zealand Immigration Department website rather than making a final decision based on information provided by an agent or in a social media post. Visa rules may change over time, so it is important to confirm the conditions in effect at the time of application.
Overall, the four changes coming into effect from 27 October 2026 affect New Zealand’s student visa system including work entitlements, English language assessments, the application process and post-course length of stay. There is an increased emphasis on English language ability, but the announcement did not set new uniform English test scores for all students. Indian students should plan their studies, work and further stay only after checking the rules of their visa category.
