24 day long protest of students and U-turn of the government
Students in Jaipal Singh Munda Stadium and various areas of the capital Ranchi have been continuously protesting on the streets for the last several weeks against the widespread irregularities, paper leaks and corruption in the examinations. The main demand of the students was that the Combined Graduate Level (CGL) examination of Jharkhand Staff Selection Commission (JSSC) and the dubious examinations related to Jharkhand Public Service Commission (JPSC) should be canceled immediately. In view of this huge pressure and gradual fast of the students, finally Chief Minister Hemant Soren called a special cabinet meeting. After the meeting, the Chief Minister himself came in front of the media and announced that keeping in mind the interest of the state and the future of the students, the JSSC-CGL examination as well as all the examinations and advertisements conducted by the TDPL agency are being abolished with immediate effect. After this announcement of the government, on one hand the protesting students were seen celebrating, while on the other hand, there was great disappointment and despair among the youth who had already got jobs.
Crisis on TDPL agency’s role and examinations
Questions were being raised for a long time on the functioning of TDPL (TSR Data Processing Private Limited), an agency blacklisted by the government and surrounded by controversies. Many shocking revelations have come to light during the investigation being conducted by the Special Investigation Team (SIT) and CID, after which it became clear that there were large-scale irregularities within the examination system. Chief Minister Hemant Soren clarified that all the examinations which have been conducted since 2014 till now through this agency or other media, will be investigated on a fair and comprehensive level. Formation of high level investigation committee and new instructions for examination reform.
To prevent such rigging in future and to make the entire examination process completely transparent, the Jharkhand government has announced the formation of a high-level committee. This committee has been formed under the chairmanship of senior IAS officer Amitabh Kaishal, which will submit its suggestions to the government for improving the rules, SOP and administrative system for conducting the examination. Along with this, the government has also launched a new digital portal on which students, teachers and parents can directly send their valuable opinions and suggestions related to improvement. The Chief Minister said that if the pre-determined Standard Operating Procedure (SOP) had been strictly followed, such unpleasant situations would not have arisen. The government is now preparing new guidelines with full promptness so that the examinations can be conducted in a fair manner without any errors in the coming days.
Students’ struggle continues, youth adamant on demand for CBI investigation
After the government canceled the JSSC-CGL and TDPL examinations, a large section of the agitating students are considering this as their first major victory. However, student organizations are still not completely calm. Student leaders say that until an impartial investigation of this entire scam is conducted by the Central Bureau of Investigation i.e. CBI, their struggle and movement will continue in different forms. He argues that merely canceling the examinations is not a permanent solution to the problem, but it is very important to expose this big syndicate and the big faces involved in it and send them behind bars so that no one can play with the future of the youth of Jharkhand again.
