A very shocking case of negligence and arbitrariness in the government department has come to light from Bareilly district of Uttar Pradesh. Nawabganj Block’s Block Education Officer (BEO) Satyadev has been criticized for issuing strange written instructions to schools to compulsorily collect fodder for cows and stray cattle. Considering the seriousness of the matter, the district administration and Basic Education Department took immediate action on Friday and transferred the accused education officer directly to the district headquarters. Along with this, Bareilly’s District Basic Education Officer (BSA) Dr. Vineeta has issued a ‘Show Cause Notice’ to the accused officer and sought clarification in a strict tone. The officials have warned that if a satisfactory reply is not received within the stipulated time, strict disciplinary and departmental action will be initiated against them.

Know what was the whole matter and why ‘Tughlaqi decree’ of fodder was issued

In fact, these days a ‘fodder donation campaign’ is being run by the administration to ensure the maintenance of destitute and stray cattle in Bareilly district. Under this campaign, the Chief Veterinary Officer (CVO) had given a collective target to the Primary Education Department to collect a total of 1,500 quintals of fodder through voluntary efforts. In this sequence, by issuing a departmental letter on May 20, Block Education Officer of Nawabganj Satyadev was given the responsibility of collecting 100 quintals of fodder through his personal and social efforts. He was instructed to inspire local citizens, farmers and aware people to contribute voluntarily to this noble cause. But, instead of motivating the public, the officer misused his position and issued a written order ordering all the schools in the block to compulsorily provide 46-46 kg fodder to the department.

Teachers got angry as soon as the letter went viral on social media, huge protest started

As soon as this strange government letter issued by Block Education Officer Satyadev went viral on social media platforms, it created a stir in the education world. Teachers’ unions of primary and upper primary schools immediately opened a front against this order, calling it a ‘Tughlaqi decree’ and started a sharp protest. The teachers argued that their job was to provide quality education to children and not to convert schools into fodder warehouses or arrange fodder for cattle. Seeing the matter escalating and sensing the huge anger of the teachers organizations, the higher officials immediately intervened and started the effort to reject this entire order.

Strict instructions from BSA Dr. Vineeta: This is a noble work, not a mandatory government order

To calm the controversy and anger of teachers over the whole matter, District Basic Education Officer (BSA) Dr. Vineeta herself took a tough stand. He clearly clarified that it was well explained to all the 15 Block Education Officers of the district that this entire initiative should not be considered as any mandatory or punitive government order. This entire exercise is a social campaign being run only for public welfare and to help the destitute animals, in which the will of the people is involved. He stressed that no such special or forced responsibility has been assigned to the teachers of the Primary Education Department. BSA directed all the officers to take voluntary cooperation from social workers, local youth, aware farmers, village heads and other enlightened members of the community instead of harassing the teachers to make this effort successful.

Accused officer present in line, Vivek Sharma gets additional charge of Nawabganj

Block Education Officer Satyadev, who issued the controversial letter, has been removed from Nawabganj block with immediate effect and attached to the district headquarters (line present). BSA Dr. Vineeta said that her actions have tarnished the image of the department, hence a written explanation has been sought from her. Along with this, to ensure that the work in Nawabganj block is not affected, the department has also implemented an alternative arrangement late in the evening. According to the order of BSA, Block Education Officer (BEO) of Bhojipura block, Vivek Sharma, has been given additional charge of Nawabganj block, so that the educational and administrative system of the area continues to run smoothly.
