The NDA government of Bihar has taken a very sensitive and revolutionary decision keeping in mind the health and dignity of the working women of the state. After this new initiative of the government led by Deputy Chief Minister Samrat Chaudhary and Chief Minister Nitish Kumar, now the women employees working on contractual, Beltron and outsourcing of the state are going to get a big relief.

The government has given green signal to a special policy for these women, under which they will be given a huge gift of ‘special leave’ every month. This welfare step of the government will directly and hugely benefit more than one and a half lakh women employees working at contract and outsourcing level in different government departments of the state.

After the official implementation of this new policy, now all the contract, beltron and outsourcing women workers of Bihar will get 2 days special leave every month. It is noteworthy that like the regular government women employees, these contract and outsourced workers were also in need of this facility for a long time in case of physical problems. Now Bihar has become the first and only state in the entire country, which has made a big announcement of giving 2 days special leave per month to women working on contract and outsourcing level, beyond the ambit of regular employees.

34 year old history of period leave and dominance of Bihar

This special leave given to women employees in Bihar is actually known as ‘period leave’ (menstrual leave). Bihar has a very old and progressive history in this matter. This system was first started 34 years ago, i.e. in the year 1992, during the tenure of Lalu Prasad Yadav as the Chief Minister, when the provision of 2 days special leave for regular women government employees was implemented. Recently, the Karnataka government has also announced the period leave policy for women in government and private sectors in its state, but there is a provision for only one day leave. At the same time, Bihar has now become a role model for the entire country by implementing 2 full days leave for contract women also.

Big relief for women workers amid dispute over duty timing

Let us tell you that this decision of the government has come at a time when recently there was a lot of ruckus and confusion in the government corridors regarding a letter from the Chief Secretary. Actually, according to the new order, the duty time of regular women employees is fixed till 5 pm, whereas the contractual and outsourcing women employees have to do one hour extra duty till 6 pm. Even though there is some dissatisfaction and confusion among the women employees regarding this timing difference, in the meantime the announcement of this 2 days ‘special leave’ by tweeting from the official social media handle of BJP has brought great happiness on the faces of the women.

After this decision of the government, various women’s organizations and employee unions of the state have expressed happiness. Women’s organizations say that this new system will act as a lifeline for the health, biological needs and dignity of working women.
