To bring the education system of Bihar back on track and to provide global level education to the students, the government of Chief Minister Samrat Chaudhary has taken many big and tough decisions. While on one hand the Education Department has completely banned the leave being taken by teachers on a large scale just before the summer vacations, on the other hand it has taken historic steps to improve the standard of higher education. Now the colleges of Bihar will be affiliated (agreement) with the top 10 universities of the country. Along with this, the Chief Minister has issued strict instructions regarding the establishment of new colleges in 211 blocks of the state without degree colleges and increasing the scope of open universities.

No compromise on children’s education: ‘No-entry’ on teachers’ holidays till 31st May

The Education Department has made it clear that before the start of summer holidays, the education of children in schools should not be affected at any cost. It had come to the notice of the department that in recent times a large number of teachers have suddenly applied for leave. In view of this situation, the government has banned all types of teacher leaves from 27 May to 31 May 2026 with immediate effect.

As per departmental instructions, all teachers will have to compulsorily remain present in the school till the last working day before the start of summer vacation. During this period, teachers will have to give subject-wise homework to all the students and make proper entry in the personal diary of the students so that the children remain connected to their studies during the holidays.

Bihar colleges will have global agreement with top 10 universities of the country

During an important review meeting of the Higher Education Department at the Public Servant Residence on Tuesday, Chief Minister Samrat Chaudhary gave policy instructions to rejuvenate the education system. The Chief Minister told the officials that the colleges of Bihar should make agreements with the top ten universities of the country. The main objective of this step is to make the level of higher education in Bihar so strong that the children of the state do not have to go out, but students from other states of the country also turn to Bihar to pursue education.

Graduation studies will start in 211 blocks from July 1, preparations for bumper appointments

Giving a gift to the students of rural and backward areas of the state, the Chief Minister has directed that from July 1, graduation studies should be started in those 211 blocks where till now not a single degree college existed.

  • Vacancy will come together: The process of establishing new colleges in these blocks has been expedited. The Chief Minister has ordered to immediately form a high level committee for the speedy appointment of teachers and non-teaching staff and issue advertisements by attaching all the vacancies together.

  • Colleges will be built at convenient places: The government has made it clear that these new colleges should be established at such central places, where students do not face any transportation difficulties and they can easily get education.

Colleges will be named after those who donated land

Chief Minister Samrat Chaudhary has announced a highly commendable policy to promote the tendency of donating towards education in the society. He said that in the blocks where there are no degree colleges, whoever donates his land to establish a college, that college will be named after the same land donor or the person recommended by him. Along with this, if any person contributes partially or completely financially in the construction of the college building, then that particular part or block of the college campus will also be named in the name of that supporting person.

Open universities will increase in Bihar, Vikramshila will get land

In the review meeting of higher education, special emphasis was also laid on strengthening the structure of distance education within the state.

  • Expansion of Open University: The Chief Minister has directed the officials to closely study the models of open universities running successfully in other states of the country. He said that more number of open universities should be established in Bihar, so that working and remote students can get better and quality education and the excessive burden of students on traditional universities can also be reduced.

  • Revival of Vikramshila University: The Chief Minister has taken a big step to re-establish Vikramshila University, which was the pride of ancient India. He said that for this the land will soon be transferred to the Government of India and a letter in this regard will be immediately informed to the Central Government.

Research centers will be rejuvenated, government policies will be tested

The government has also prepared a blueprint to revive the historical research institutes of Bihar. The Chief Minister has given instructions to completely streamline and modernize the AN Sinha Institute of Social Studies, so that its importance and utility can be regained.

He said that all the research centers running under universities in Bihar should be re-organized and made regular and specialized. When the research institutes of the state are well organized, there will be regular high level research work, which will help the government to properly test its public welfare policies, schemes and future plans.

In this high-profile meeting, Higher Education Department Minister Sanjay Singh Tiger, Principal Secretary to the Chief Minister Deepak Kumar, Development Commissioner Mihir Kumar Singh, Secretary to the Chief Minister Lokesh Kumar Singh and Higher Education Secretary Rajeev Roshan and other senior and administrative officials were present.
