To achieve the goal of a developed India in the next 25 years, active participation of half of the country’s population i.e. women in policy-making is essential. The government argues that complete development of the nation is not possible without women power. That is why this time was considered the most appropriate so that women can get their rightful place in the upcoming elections and future administrative framework.
Balance of political representation and social empowerment
Clarifying on the timing of the introduction of the bill, the government said it is not just a political move but a giant leap towards social justice. Given the successful leadership of women in local bodies and Panchayats, now the time has come to take it to Parliament and State Assemblies. The government clarified that considering the current global scenario and India’s growing economy, there is an urgent need for the country to give priority to women-led development.
Digital India and rising literacy levels
A main argument also made is that there has been an unprecedented increase in female literacy and digital awareness in India in the last decade. Today’s women are more aware than ever before and they understand the processes of nation building better. The Government believes that Indian women are now fully prepared to assume legislative responsibilities, hence it was not appropriate to delay any longer in ensuring their 33 per cent share in the law making process.

Regarding the timing of the bill, the government also indicated that this reservation will be effectively implemented after the delimitation in the coming years. It was necessary to start the process now so that it could be smoothly linked with the census and reorganization of constituencies.
