Chandigarh: The Punjab and Haryana High Court has handed over the investigation into the death of a youth due to alleged custodial torture at Budhlada police station in Mansa district in the year 2021 to IPS officer Himadri Kaushik. Presently posted as DCP in Panchkula, Haryana. Justice Vinod S Bhardwaj said that this court has considered the stand of the Punjab government, but nowhere has it given any explanation regarding the 23 injuries below the stomach of the deceased. Thus injuries occur on a pattern rather than injuries sustained in a scuffle or fight. Apart from this, the DSP has filed its reply on the basis of the report submitted by the SHO against whom allegations have been made. The SIT formed later also does not give any proper explanation and appears to be pretentious.

If you look carefully, in the post-mortem report, 23 injuries have been mentioned on the body of deceased Manpreet Singh alias Billa, which have not been explained satisfactorily. The High Court said that proper investigation of the matter is necessary. The high court is hearing a plea to transfer the case to an independent agency. Petitioner Malkit Singh, who is the father of the deceased, argued that he would be satisfied if the investigation was transferred outside Punjab to a senior police officer from Haryana.
