In the United Nations Security Council Speaking, India’s permanent representative P. Harish at the United Nations stressed, “We must be clear: the safety of citizens should not be used as an argument for the safety of terrorists nominated by the United Nations.” Harish emphasized that Pakistan has repeatedly used civil cover to promote terrorism.
Speaking in a debate of the emerging threats to the citizens and the security council on their security, Ambassador Harish denied the claim of Islamabad that the citizens were targeted during Operation Sindoor, and they attracted attention to an open nexus between terrorists and the Pakistani government and the army.
Harish said, “The country that does not make any distinction between terrorists and citizens, does not have any credit to speak about the safety of citizens.”
He said, “We have recently seen senior government, police and military officers paying tribute to the funeral of terrorists killed under Operation Sindoor,” he said.
Lieutenant General Fayaz Hussain Shah and Major General Rao Imran and Punjab Police Inspector General Usman Anwar attended the funeral of militants killed in Operation Sindoor, including Usman Anwar. These included Hafiz Abdur Rauf, senior leader of Lashkar-e-Taiba (LET), which has been declared a terrorist by the US government.
Ambassador Harish said, “Pakistan deliberately opened fire in the border areas of India in response to the attack on terrorists, killing more than 20 civilians.”
He said, “Pooja sites including gurudwaras, temples and convents as well as medical facilities were deliberately targeted.”
He said, “After such behavior, preaching in this institution is a great hypocrisy.”
He said, “Unfortunately, citizens, including women and children, are used as a human shield for military operations and terrorist activities during armed conflict. Therefore, it is extremely important that the international community resolve to take concrete action towards the implementation of the relevant security council proposals already adopted.”
India emphasized that any attack on citizens and human activists is a serious violation of international law, especially international human law.
The current legal structure related to the safety of citizens cannot be ignored.
“The honor of the principles of the United Nations Charter, including the sovereignty and regional integrity of the member countries, should remain the basis of all actions to be done by the council for the protection of citizens.”
