Where is the problem coming from?
According to the operators of Pragya Kendra, this entire problem is happening due to a glitch in the software. When they fill the online application for mutation of one’s land, the process gets stuck like this:
- First and second step: The first two steps of the application are easily completed.
- Third step: As soon as the land deed number and other information are filled in the third step, the software “Does not match” Shows an error and stops moving forward.
Due to this same error, not a single new application for mutation is reaching the zonal offices for the last 15 days.
What work is being done?
Zonal office employees say that they are holding JharNet and NIC responsible for this problem. He has informed his senior officers about this.
At present, only one type of mutation is occurring, which is ‘Suo Moto Mutation’ They say. That is, when a person registers his property through NGDRS (National Generic Document Registration System), his documents automatically reach the zonal office for mutation. Apart from this, no person is able to make any kind of admission or rejection application on his own or through Pragya Centre.

This is not a new problem. For a long time, mutation work has been getting affected due to slow internet connectivity in zonal offices. The internet is so slow that the staff can deal with very few cases. Because of this, thousands of cases are already stuck and now this new software problem has made the situation even worse.
The common people are sometimes visiting the zonal office and sometimes the Pragya Kendra, but they are not able to get any correct answer from anywhere.
