A special court of the National Investigation Agency (NIA) has declared a “proclaimed offer” by a special court of the National Investigation Agency (NIA) Mohammad Yusuf Shah alias Syed Salahuddin, the head of Hizbul Mujahideen, under the illegal activities (prevention) Act (UAPA) Act (UAPA).
The decision was taken on 25 July 2025, when the special designated court of Srinagar asked Salahuddin to appear in relation to serious allegations under the UAPA and Ranbir Penal Code (RPC). According to information received by the court, Salahuddin, who is a resident of Soibug, Budgam, has allegedly involved in terrorist activities and conspiracy to wage war against India.
In the charge sheet filed by the NIA, he has been charged under Section 13 and 18 of the UAPA and Section 505 of RPC. Despite the issuance of arrest warrants, the law enforcement officers have failed to find Salahuddin, and it is believed that he has either fled the country or is deliberately hiding his intention to avoid arrest.
The court declared him a “fugitive” and ordered to appear in the court by 30 August. If he does not appear, legal action can be taken against him under Section 82/83 of the CRPC. The Srinagar police has appealed to the public to share any information about Salahuddin’s whereabouts, so that there can be support in the interest of justice and national security.
