Why do the prices of petrol and diesel keep changing?

Fuel prices in India mainly depend on crude oil prices in the international market and the strength or weakness of the rupee against the dollar. Since India imports most of the oil it needs, the cost of oil increases when the dollar becomes expensive. Additionally, prices vary across states and cities due to excise duty imposed by the central government and VAT imposed by state governments. Refining cost and transportation charges also play a big role in deciding the final price.
