Deputy Chief Minister and Road Construction Minister Samrat Choudhary has announced that road construction in the state Tenders up to Rs 50 crore Now preference will be given to local contractors of Bihar. The objective of this decision is to ensure the benefit of Bihar’s talent and resources within the state itself.

Key Highlights of the decision

Road Construction Department (RCD) of Bihar has made major changes in its policy:

50 crore limit: Now, in tenders for road projects costing up to Rs 50 crore, local registered contractors will get priority instead of big outside companies.

Opportunity for local youth: Samrat Chaudhary clarified that with this step, small and medium contractors of the state will get experience of big projects, which will enable them to do even bigger works in future.

Relaxation of experience conditions: In the tender process, it is also being considered to simplify some stringent conditions of technical experience for local contractors so that they can survive in the competition.

Why was this decision taken? (The Strategic Goal)

Stagnation of capital in the state: When local contractors will work, the money from the project will remain in the markets of Bihar, which will strengthen the economy of the state.

Employment Generation: Local contractors usually hire local laborers and skilled labour, which will increase employment in rural and urban areas.

Growth spurt: Local contractors have a better understanding of the geographical conditions, which is expected to ensure timely completion of small and district level road projects.

Changes in Tender Process

According to the changes the government has proposed to the tender rules:

During tender invitation, weightage will be given to ‘native residents of Bihar’ or ‘firms registered in the state’.

The registration process has been made online and more transparent so that the scope for corruption can be eliminated.

Rejuvenation of Bihar roads

Samrat Chaudhary also said that Bihar has now entered the era of ‘expressways and highways’. Ensuring participation of local people in projects worth up to Rs 50 crore will not only improve the quality but will also create a healthy competition among the contractors.
