The Central Government’s ‘Pradhan Mantri Awas Yojana – Rural’ (PMAY-G) has proved to be a milestone in providing safe, durable and pucca houses with basic facilities to the homeless and poor families living in kutcha houses living in rural areas of the country. Expanding this ambitious scheme, the Central Government has approved the target of building additional 2 crore pucca houses in rural areas by March 2029. Under this scheme run by the Ministry of Rural Development, financial assistance of ₹ 1,20,000 (One Lakh Twenty Thousand Rupees) is provided directly to the eligible beneficiaries of plain areas in their bank account through DBT (Direct Benefit Transfer). Whereas in North-East, hilly states and inaccessible (IAP) districts, this amount of assistance has been fixed at ₹ 1,30,000. This amount is not limited to just the basic infrastructure of the house, but by combining it with Swachh Bharat Mission and MNREGA, additional financial benefits are also ensured to the beneficiary.
The biggest feature of PM Awas Yojana Gramin is that it is based on the convergence of various government schemes. The total assistance received by the beneficiary is divided as follows:
-
Basic Construction Support: ₹1.20 lakh in plain areas and ₹1.30 lakh in hilly areas, which is sent directly to the bank account in 3 direct installments based on the progress of house construction (geo-tagging).
-
Unskilled labor from MGNREGA: To build a house, the beneficiary is given about 90 to 95 days of unskilled labor wages under MNREGA, which amounts to an additional relief of ₹ 20,000 to ₹ 25,000 as per the fixed wage rate of the states.
-
Toilet Construction Assistance: Under the Swachh Bharat Mission – Gramin (SBM-G), a separate incentive of ₹12,000 is transferred directly for construction of pucca toilets.
-
Light and electricity connection: Every house built under the scheme is connected with electricity connection through Saubhagya Yojana and free LPG gas connection under PM Ujjwala Yojana.
Beneficiaries under PMAY-G are selected in a transparent manner based on the Social, Economic and Caste Census (SECC) and the government’s updated ‘Awaas+’ survey data. Following are the major eligibility criteria:
-
Kutcha house or homelessness: The applicant should not have a permanent house anywhere in the country and the family should live in a house with zero, one or two kutcha rooms.
-
Social Priority: Scheduled Castes (SC), Scheduled Tribes (ST), minorities, Particularly Vulnerable Tribal Groups (PVTG), families with members with disabilities and families freed from bonded labor are placed on top of the priority list.
-
Women Ownership: The scheme promotes women empowerment; The ownership of the house is compulsorily registered in the name of the female head of the family or in the joint name of the husband and wife.
To maintain transparency, the government has set 13 auto-exclusion rules. If a family has any of the following conditions, it will be considered ineligible:
-
Any member of the family owns a three-wheeler or four-wheeler, agricultural equipment or a boat.
-
The family should have a Kisan Credit Card (KCC) with a credit limit of ₹ 50,000 or more.
-
Any member of the family should be a government employee or a registered non-agricultural enterprise.
-
Any member of the family pays Income Tax or Professional Tax.
-
The monthly income of the family should be more than ₹ 15,000.
-
The family should have 2.5 acres or more of irrigated land (including irrigation equipment) or 5 acres or more of non-irrigated land.

Under PM Awas Yojana Gramin, the application is not opened individually through any external portal, rather it is done under the administrative supervision of Gram Panchayat and Block level:
-
Housing+ Survey and Gram Sabha Verification: The Gram Panchayat Secretary or Gram Rozgar Sevak (GRS) visits the spot through ‘AwaasApp’ mobile application, takes a geo-tagged photo of the kutcha house and records the details of the family. After this, the priority list of eligible beneficiaries is approved in the open meeting of the Gram Sabha.
-
Data Entry on AwaasSoft Portal: The list verified by Gram Panchayat is uploaded in ‘AwaasSoft’ on the official portal (pmayg.nic.in / pmayg.dord.gov.in) by the Block Development Officer (BDO) office.
-
Direct Transfer of Installments (FTO): Once the name is approved the Fund Transfer Order (FTO) is generated. The first installment is deposited at Plinth level, the second installment at Lintel level and the third installment is deposited directly into the bank account after physical verification and geo-tagging after completion of the house.
