This question often arises in the minds of consumers as to why there is such a huge difference in the price of a 14.2 kg domestic cylinder and a 19 kg commercial cylinder. There are two main reasons behind this:

  • Tax and Subsidy Structure: The Government of India imposes limited tax on domestic LPG to control the kitchen expenses of common households and also provides subsidy through Direct Benefit Transfer (DBT) directly into the bank accounts of targeted beneficiaries under the Pradhan Mantri Ujjwala Yojana (PMUY).

  • Commercial Tax Slab: No government subsidy is given on 19 kg blue commercial cylinders used in hotels, confectionaries, bakeries and commercial food establishments. Full commercial GST and input cost is added on these, due to which their prices fluctuate rapidly every month according to the international import parity price.

Targeted subsidy of ₹ 300 per domestic cylinder is being continued to crores of rural and economically weaker section families registered under the Central Government’s Pradhan Mantri Ujjwala Yojana. This means that while a typical consumer in Delhi gets a 14.2 kg refill for ₹942, beneficiaries linked to the Ujjwala scheme get the subsidy amount back in their bank accounts after delivery, effectively making the cylinder cheaper for them.
