The biggest strength of Indian democracy is its transparent and fair voter list, on the basis of which the citizens of the country use their franchise to elect the government of their choice. With the aim of making this democratic process more strong and error-free, a very important administrative step has been taken in Jharkhand. ‘Home to Roll Verification’ campaign has been officially started from August 25 under special intensive vetting and voter verification across the state. Under this ambitious campaign, Booth Level Officers i.e. BLOs in all the districts of the state will directly go door-to-door and physically verify the documents and details of the voters. The main objective of this big initiative of the administration is to completely purify and update the list by removing the names of dead, transferred and fake voters from the voter list, so that no eligible voter faces any kind of difficulty in voting in the upcoming elections.
What is ‘Home to Role Verification’ campaign and its objective?
‘Home to Roll Verification’ is a door-to-door administrative campaign through which the Election Commission and the local election administration seek to ensure that each and every entry in the voter list is completely accurate and correct. It is often seen that people shift from one place to another, or even after the death of an elderly member of the family, their name remains in the voter list, which creates the possibility of anomalies in the electoral process. To overcome all these shortcomings, BLOs will now personally reach the voters’ doorstep and match the information of their EPIC card, Aadhaar card and other adult members of the family. This process will not only bring transparency in the voter lists, but will also completely curb fake or duplicate entries.
BLO’s door-to-door knock: Why is citizen participation necessary?
The success of this entire campaign completely depends on the mutual cooperation between common citizens and BLOs. When the booth level officer comes to your house, he should provide the details, identity cards and necessary information of all the eligible members of his family with complete honesty. Many times people do not cooperate with BLOs due to busyness or lack of information, due to which mistakes remain in the voter list. The Election Department has appealed to all the citizens to take active participation in the work of nation building. If there is any change in your address, or the new youth member has completed 18 years of age and his/her name needs to be added to the list, then you can fill and submit your forms with the help of BLO.
Election Commission’s instructions and elaborate preparations at the administrative level
To make this campaign successful, strict instructions have been issued by the Office of the Chief Electoral Officer of Jharkhand to all the District Election Officers and Sub-Divisional Magistrates. BLOs have been trained on how to collect data through digital tablets or registers by going door-to-door. At the administrative level, it is also being ensured that presence of BLO is mandatory at every booth and they must reach every house in their area. If a complaint is received about BLO not reaching any area, voters can inform about it by contacting their respective district election office or helpline number. Such strict monitoring and administrative proactivity clearly shows that the Election Commission is fully committed to maintaining its standards of impartiality.
