Why do the prices of petrol and diesel change every day at 6 am?

‘Dynamic Fuel Pricing’ system is in force in India since June 2017. Under this, oil companies decide new rates every day at 6 am on the basis of foreign currency exchange rate (value of rupee against dollar) and the average price of crude oil of the last 15 days in the global market. After this, the retail price at petrol pumps is determined by adding excise duty of the central government, VAT of the state governments and dealer commission.
