East Champaran, 09 April (HS). DM Saurabh Jorwal on Tuesday held a meeting with the regional managers of banks, district coordinators, branch managers and postal superintendents at the Dr. Rajendra Prasad Sabha Bhawan located at the Collectorate to conduct the Lok Sabha General Elections 2024 in a clean and temptation-free environment and appealed to the Election Commission of India. Bank officials were informed about the guidelines.
He said that all banks will keep an eye on lump sum deposit or withdrawal of up to one lakh rupees in the bank and in case of any doubt, it will have to be reported. While traveling with cash amount of more than fifty thousand rupees, a person will have to keep details of the amount. And everything will have to be clarified during the investigation. Information about deposit of Rs 10 lakh in the bank or withdrawal of Rs 10 lakh from the bank will have to be given to the nodal officer of the Income Tax Department, which will be investigated by the Income Tax Department at its level.
The District Magistrate said that the Model Code of Conduct is effective in the district and the team of FST and SST is active everywhere. The team has to check that the transaction of money is not done to influence the voters. DM said that on withdrawal of more than Rs 3 lakh, the bank will generate QR code and give its receipt to the customer. On showing the receipt during verification, it will be matched with the code generated by FST or SST and if found not correct, further action will be taken.
QR code generation and receipt generation from C-Vigil portal (ESMS) was also explained in the meeting. He said that if any person or any person belonging to a particular political party is caught in the investigation, then the receipt issued by the bank will be scanned through the ESMS app and if there is no correct matching, it will have to be immediately informed to the senior official. For redressal of complaints, a team of Nodal Officer, Candidate Expenditure Follow-up Cell and Senior Treasury Officer has been constituted at the district level under the chairmanship of Deputy Development Commissioner, which will investigate it and take a decision.
The DM asked all the bankers to be alert about this and follow the guidelines of the Commission. Deputy Development Commissioner, Sadar Sub-Divisional Officer, Joint Commissioner of State Tax and officials of leading banks of the district were present in the meeting.
