News India Live, Digital Desk: The politics of Bihar has once again taken a turn. There is a lot of excitement regarding the new government that is going to be formed under the leadership of Bharatiya Janata Party (BJP). This time the form of the government will be different, which will include allies like Janata Dal United (JDU), Lok Janshakti Party (Ram Vilas), Hindustani Awam Morcha (HAM) and Rashtriya Lok Morcha (RLM). Constitutionally, the process from presenting the claim to form the government to the swearing in of ministers is very important. Let us know what is the step-by-step process of government formation and what is the new formula.

Step 1: Legislative party meeting and selection of leader

The first step in government formation is the joint meeting of all the parties in the alliance. In this, the ‘leader of the coalition’ (potential Chief Minister) is formally selected. All MLAs pass a resolution in support of their leader, which is signed by the presidents of all constituent parties.

Step 2: Presenting a claim to the Governor

After the leader is selected, the alliance delegation goes to Raj Bhavan to meet the Governor. Here he is assigned the majority figure (support letters of 122 or more MLAs). The Governor investigates this claim and if satisfied, invites the leader of the largest coalition to form the government.

Step 3: The Swearing-In

After receiving the invitation by the Governor, the date of swearing-in is decided for the Chief Minister and his cabinet colleagues. The Governor administers the oath of office and secrecy to the Chief Minister at a public place like Rajendra Mandap of Raj Bhavan or Gandhi Maidan. After the Chief Minister, other ministers are also sworn in.

Step 4: Floor Test

After taking the oath, the government has a certain time (usually 10 to 15 days) to prove its majority in the House. ‘Vote of Confidence’ is presented in the special session of the Assembly. If the government gets a majority of the MLAs present and voting in the House, the government is officially considered stable.

Allocation of ministers: What is the new formula?

According to sources, this time BJP can keep important portfolios like Home Department along with the post of Chief Minister. The following formula is being discussed to keep associates happy:

JDU: Important ministry as before and possibly one of the two Deputy Chief Minister posts.

LJP(R) & HAM: The parties of Chirag Paswan and Jitan Ram Manjhi can be given the posts of cabinet and minister of state on the basis of their numbers.

RLM: Upendra Kushwaha’s party is also likely to get representation in the government.

New hopes of Bihar

With this new alliance, a roadmap for the new government is being prepared in Bihar amid claims of development and good governance. Issues like employment, special status and infrastructure development are expected to top the priority list of this government.
