Was resigning, now suspended, what mistake did the City Magistrate of Unnao make?:

News India Live, Digital Desk: These days, the story of a PCS officer is much discussed in the bureaucracy of Uttar Pradesh. This officer is Unnao City Magistrate Alankar Agnihotri, who has recently been suspended. Interestingly, this is the same officer who some time ago, being unhappy with his posting, wanted to resign from the job, but the government did not accept his resignation.

So now the question arises that what happened that the government suspended the officer who himself wanted to leave the job? Let us understand this entire matter in simple language.

A letter which was sent directly… and this became the problem.

The matter is related to a small but very serious administrative mistake. Actually, the High Court had sought a report in a case. The case pertained to alleged illegal possession by a lawyer from Unnao. Alankar Agnihotri, being the city magistrate, prepared a report on this.

Till now everything was fine. But the mistake happened after this. There is a fixed procedure in government work, which is called ‘Proper Channel’. That means any report or file is forwarded only through a superior officer. Alankar Agnihotri sent this report directly to the Registrar of the High Court, whereas the rules say that he should have sent it through his senior officer, i.e. the District Magistrate (DM).

Why was this considered ‘indiscipline’?

In the administrative world, it is considered a big mistake to bypass your boss or senior and send the report directly to the top. This is seen as a violation of rules and indiscipline. The government considered his action as a major indiscipline against government service rules and issued an order to suspend him with immediate effect. He has been attached to the Revenue Council in Lucknow.

Alankar Agnihotri was in discussion earlier also

This is not the first time that Alankar Agnihotri has come into the limelight. Earlier, when he was transferred from Kushinagar to the post of City Magistrate in Unnao, he was not happy with this posting. Expressing his displeasure, he resigned from the PCS job. However, his resignation was later rejected by the government.

Now once again he is in the headlines for wrong reasons. First she wanted to leave the job, and now a procedural mistake got her suspended. This case is a lesson to all those officers that how important it is to follow the rules in the system, even if your intentions are good.
