The state government and administrative staff have intensified their preparations for the preliminary qualifying examination i.e. UP PET, which is one of the biggest and most awaited examinations of the Uttar Pradesh Subordinate Services Selection Commission (UPSSSC). Many major and decisive instructions have been issued from the government level to ensure successful, transparent and peaceful conduct of this huge examination to be conducted on October 30 at thousands of centers in 75 districts across the state. In this sequence, the Secondary and Basic Education Department has made it clear that in the government, aided, non-government and private schools or inter colleges which have been made the examination centers of PET, the normal teaching work will be completely suspended on the day of the examination and there will be an official holiday in the schools. Instructions have been sent to District School Inspectors (DIOS) to strictly implement this order in all the identified examination complexes from major educational centers like Hazratganj, Alambagh, Gomti Nagar, Aliganj and Indiranagar of the capital Lucknow to Kanpur, Prayagraj, Varanasi, Gorakhpur, Agra and Meerut.
There is a huge crowd of lakhs of candidates from the state in UP PET, due to which managing the arrangements at the centers proves to be the biggest challenge for the administration. The primary objective of declaring holidays in schools by the Commission and the Education Department is to ensure complete impenetrability of the sanctity, confidentiality and security of the examination. If school students remain present on the campus like normal days, there is a possibility of heavy security check, biometric verification and huge chaos in the movement of candidates. Due to the declaration of holiday, the entire school campus will be safe only for examination related activities. The school management has been directed to ensure proper cleanliness, lighting, uninterrupted drinking water supply and proper arrangement of furniture in all the classrooms a day before the examination. Teachers or non-teaching staff who have been assigned duty as room invigilators or center administrators will have to compulsorily remain present, while the doors of the school will remain completely closed for general students.
To create a cheating-free environment in the examinations and to prevent any kind of solver gang intrusion, the administration has spread a wide net of technology. As per the strict instructions of the Commission, two high-definition CCTV cameras with voice recorders have been installed in each room of every examination centre. All these cameras have been directly connected to the Collectorate Control Room of the District Headquarters and the Central Command Center of the Commission located in Lucknow through live webcasting. STF (UP STF) and local intelligence agencies have been put on alert mode to keep an eye on social media, coaching centers and activities of suspected gangs. Additional police forces and static magistrates are being deployed at sensitive centres. The officials have bluntly warned that strict action like non-bailable sections, heavy fine and confiscation of property will be taken under the Uttar Pradesh Public Examinations (Prevention of Unfair Means) Act against those found using unfair means or spreading misleading rumors like paper leaks.
For lakhs of candidates going to appear in the examination, the Commission has issued detailed guidelines along with the admit card, following which is mandatory in all circumstances. Candidates must compulsorily bring the original Aadhar Card and a self-attested photocopy of it along with their admit card. Apart from this, instructions have also been given to carry two recent passport size color photographs. No candidate will be allowed to carry mobile phone, Bluetooth device, smart watch, pager, calculator or any kind of electronic gadget inside the examination hall. One has to be present at the main gate of the center at least 90 minutes before the commencement of the examination, because after biometric attendance and intensive frisking, the main gates will be completely closed 30 minutes before the commencement of the examination. Once the gate is closed, late candidates will not be allowed entry under any circumstances.
To facilitate the movement of lakhs of youth, Uttar Pradesh State Road Transport Corporation (UPSRTC) has prepared a blueprint for operating its additional buses. A day before the examination, arrangements have been made for additional trips from all the big depots including Charbagh, Kaiserbagh and Awadh bus stations of Lucknow from the evening itself so that the candidates coming from far-flung districts do not face any inconvenience in transportation. Along with this, the Railway Administration has also made arrangements for examination special unreserved trains and additional ticket counters on major routes. Joint patrolling teams of GRP and RPF will be deployed to control excessive crowd at railway stations and bus stands. Traffic police have also been instructed to ensure that there is no jam of any kind around the examination centers and route diversion should be implemented smoothly at major intersections.
In Uttar Pradesh, PET score card is considered a mandatory eligibility to appear in the main examinations for all the major posts falling under Group-C (Group ‘C’) like Lekhpal, Village Development Officer (VDO), Junior Assistant, Sugarcane Supervisor, Forest Guard and Chief Sevak. The percentile score of PET released by the Commission remains valid for a period of one year. This is the reason why every candidate tries hard to score maximum marks in this examination to get shortlisted in the upcoming recruitment advertisements. This examination, which is going to be held on October 30, is being considered as the first step towards the future of lakhs of unemployed youth of the state, for which the government has used its entire machinery to conduct it in a transparent manner.
