Lucknow, August 12 (HS). Taking an important step towards increasing employment opportunities for diploma and degree holders in Uttar Pradesh, the Yogi Adityanath-led government has intensified efforts to connect youth with skill development initiatives. More than 35,000 youth have registered so far in the financial year 2024-25 under the Chief Minister Apprenticeship Incentive Scheme i.e. Chief Minister's Apprenticeship Incentive Scheme (Higher Education), launched to provide practical training to graduates and diploma holders. Out of this, about 2,753 candidates are currently working as apprentices. Its main objective is to motivate maximum number of youth for training while preparing a large, high-skilled workforce for industries and establishments.
The program is conducted for a time period of 6 months to one yearIt is worth mentioning that CMAPS (HE) provides apprenticeship training for graduates and diploma holders, with programs conducted for a period of 6 months to one year. The scheme guarantees a minimum monthly stipend of Rs 9,000 for graduates and Rs 8,000 for diploma holders during their training period. It is worth mentioning that under the scheme, financial assistance is provided to the trainees jointly by the central and state governments as well as entrepreneurs. For graduates, the central government provides Rs 4,500, while entrepreneurs contribute Rs 3,500, and the state government adds Rs 1000. All are transferred directly to the trainee's bank account through Direct Benefit Transfer (DBT). Thus, paving the way for providing significant financial assistance to diploma holder trainees.
Tracking and monitoring of CMAPS is done through a dedicated dashboard on the National Apprenticeship Training Scheme (NATS) portal, ensuring transparency and efficiency. The scheme is being rolled out through 21 departments of the Uttar Pradesh government in various sectors, with special focus on medical, health, MSME, retail and education sectors in FY 2024-25. Five departments of the state government are actively involved in the ground implementation of the scheme, by providing a list of industries and establishments. Despite the challenges, the scheme has made remarkable progress. In FY 2024-25, there are 858 registered industries so far, up from the previous year's figure of 826. The number of available training seats has also increased to 40,297, reflecting the growing participation of industries in the program. Additionally, the state government has been proactive in encouraging more establishments to join the initiative, as evident from 62 newly registered establishments and 380 newly added training seats.
MoU with Indian Industry AssociationTo further expand the reach of the scheme, the Yogi government has signed a Memorandum of Understanding (MoU) with the Indian Industry Association (IIA). The collaboration aims to involve more industries and create more training opportunities for youth. In addition, state-level nodal officers have been designated in five departments to ensure streamlined coordination and implementation of CAMPS. Apart from reaching out to industries, the Yogi government has focused on creating awareness within academic institutions. A series of awareness programmes have been organised for principals of universities and higher education institutions across the state over the past month. These meetings, organised at universities in Kanpur, Lucknow, Bareilly and Gorakhpur, are designed to ensure that academic leaders are well-informed about CAMPS and are able to guide their students to benefit from this valuable opportunity. The awareness programmes will continue till September this year.
