Unemployment Allowance Scheme: Monthly allowance of up to ₹4,500 to educated unemployed, e-KYC mandatory; Know eligibility, internship rules and application process

In various states of the country, Unemployment Allowance Scheme has emerged as an important economic support for the youth who are preparing for competitive examinations and looking for employment after completing higher education. Under this scheme, at the state level—especially under Rajasthan’s ‘Mukhyamantri Yuva Sambal Yojana’—a financial allowance of ₹ 4,500 per month is given to eligible educated unemployed women, transgender and physically handicapped candidates and ₹ 4,000 per month to general male candidates.

The aim of the government is not only to distribute free financial assistance, but also to increase the work experience of the youth by connecting them with daily internships and skill training in government departments, so that they can become self-reliant as soon as possible. Under the new guidelines for the financial year, it has now been made mandatory for all registered beneficiaries to complete biometric/Aadhaar based e-KYC and Jan Aadhaar authentication.

The allowance amount is transferred directly to the bank account of the beneficiary through Direct Benefit Transfer (DBT) as per the provisions prescribed under the scheme:

category of candidate monthly allowance amount maximum period total potential profit
eligible female candidates ₹4,500 per month Maximum 2 years (24 months) ₹1,08,000
Disabled and transgender ₹4,500 per month Maximum 2 years (24 months) ₹1,08,000
general male candidate ₹4,000 per month Maximum 2 years (24 months) ₹96,000

(Note: This allowance is given only for a maximum period of 2 years or until the candidate gets any regular government/private employment or self-employment. The benefit of the scheme automatically ends as soon as he gets employment.)

The e-KYC process has been implemented to weed out fraud, ineligible beneficiaries and ensure seamless payments directly into the Aadhaar-seeded bank account:

  1. Identity and name matching: The spelling of the name, father’s name and date of birth of the candidate in educational documents, Aadhaar card and Jan Aadhaar/original residence should be exactly the same.

  2. Active Mobile Number Linking: It is mandatory to have active mobile number linked to Aadhaar card for One-Time Password (OTP) verification at the time of e-KYC.

  3. DBT & NPCI Mapping: Aadhaar seeding and NPCI mapper should be activated in the bank account. If the bank account is inactive or not linked to Aadhaar, money will not be credited to the account even after ‘Paid’ status appears on the portal.
