Dhamtari, July 31 (HS). Angry Hiva owners, who were caught by the Mineral Department while transporting sand and were fined Rs 2 lakh, staged a protest by sitting in front of the Collectorate office. On the basis of the statements of the drivers and vehicle owners caught in illegal transportation, they have demanded strict legal action against sand mafias running illegal sand mines and storage. Along with this, they have demanded from the Mineral Department to make arrangements for loading at approved sand mines at the government rate and to provide royalty per trip. The Hiva owners have warned of a fierce agitation if their three-point demands are not met.
On July 31, under the banner of Chhattisgarh Hiva Parivahan Kalyan Sangh, the officers and members of the Sangh, led by state president Vinod Kumar Agarwal, reached the Collectorate office in a crowd with their three-point demands. Here, the Hiva owners started a sit-in demonstration in large numbers in front of the gate of the Collectorate office with their three-point demands. State president Vinod Agarwal has alleged that the Hiva owners caught by the District Mineral Department during sand transportation are being fined more than Rs 2,2700, which is not fair. Such action is not being taken in any district of the state. Here Hiva owners are being directly exploited. Angered by this, Hiva owners across the state are protesting. Whereas the Mineral Department is letting off other Hiva owners by taking a fine of only Rs 38,420 in collusion with private parties. Discrimination is being done in the action, which is not fair. Several Hiva owners who were caught on 8th July were let off after imposing a fine of 38,420 rupees while many Hiva drivers were fined more than two lakh rupees each. The Hiva owners, in the memorandum submitted to them, have demanded from the district administration that biased action against the Hiva owners should be stopped and the fine of two lakh rupees imposed should be reduced and the fine should be imposed as before. They also demanded that by making arrangements for loading at approved sand mines only at the government rate, the Mineral Department should be given the responsibility to provide royalty on each Hiva trip.
The truck owners demand that legal action be taken against the illegal quarry operator and the storekeeper on the basis of the driver and his statement. The truck owners allege that what kind of law is there in Dhamtari district that the vehicles are released after 20 days. Whereas at other places, they are released after taking revenue fee in one to two days. Section 21 is for illegal excavation, while action is being taken against truck owners on this, whereas this action should be taken against illegal quarry operators. If the state government itself is running sand mines, then provide royalty in abundance. One royalty is being given on 10 trucks. Check the sand mine, why is checking being done on the road. Why is royalty not being provided in abundance. Rs 5000 is being collected from the royalty of Rs 650. Because the mafia does not have royalty, so from where will they give it. Two lakh cubic meters of sand is being mined instead of 50 thousand cubic meters. A large number of Hiva owners including State General Secretary Pradeep Chandrakar, State Vice President Shailendra Chandrakar, State Working Committee member Hanif Nizami, Ramesh Gupta, Rajesh Mishra, Hemant Chopra were present in the strike.
