Delhi Transport Minister Kailash Gehlot held a meeting with representatives of the Federation of Automobile Dealers Association and the Society of Indian Automobile Manufacturers on Tuesday. Major issues like delays in vehicle registration, non-compliance at multi-brand outlets and backlog in high-security registration plate (HSRP) requests were discussed in the meeting.
In a statement, Delhi Transport Minister Kailash Gehlot said, “Timely delivery of vehicle registration certificates and adherence to compliance standards are important to ensure that vehicle owners in Delhi do not face hassles. Delhi Government is committed to improving these processes, and any non-compliance will be dealt with strictly. We are working towards making this entire process more transparent and accessible to everyone.”
During the meeting, Kailash Gehlot expressed concern over the delay in issuing Registration Certificates (RC) of vehicles by dealers, despite having the self-registration facility, and directed the Transport Department to take strict action against non-compliant dealers. He said the trade certificates of dealers ignoring the deadline could be cancelled. Shri Kailash Gehlot also directed the Transport Department to conduct surprise inspections to ensure compliance with the rules.
Delhi Government had started the facility of printing RCs and providing hand-to-hand RCs by dealers in March 2021. Under this, the first RC was issued on 17 March 2021. All self-registration dealers in Delhi were given the right to print RCs by September 2021. There are 263 dealers in Delhi who are authorized to print RCs at their dealer points. Till June 2024, a total of 15,11,428 RCs were printed by dealers. 3,07,630 RCs were printed in 2021, which increased to 4,72,311 in 2022. This number will increase to 4,96,828 in 2023. A total of 2,34,659 RCs were issued to vehicle owners from January to June 2024 alone. The possibility of replacing physical RCs with digital versions was also discussed during the meeting. The Transport Minister directed the Transport Department to evaluate the feasibility of implementing Digital RC in Delhi.
Apart from this, the Transport Minister discussed with SIAM the existing backlog in installing HSRP in old vehicles. SIAM said that out of approximately 17 lakh bookings, 13.5 lakh have already been completed and the remaining backlog will be cleared in 3-4 days. The Transport Minister directed SIAM to take necessary steps to reduce the delay in installation of HSRP.
