raise the minimum wage limit

  • The S Pass work permit facilitates employers to hire skilled workers such as Associate Professionals and Technicians (APTs) who may not meet the Employment Pass (EP) criteria.
  • Singapore has proposed a minimum salary threshold of $3,300 (final) from 1 September 2025 for new applications and from 1 September 2026 for renewals.
  • For jobs in the financial services sector, the salary range for new applications and renewals is $3,650 (up to $5,650 for ages 23 and older).
  • Singapore has proposed a minimum salary threshold of $3,800 (final) from 1 September 2025 for new applications and from 1 September 2026 for renewals.
  • The final salary will be announced closer to the implementation date based on the local APT salary prevailing at that time.

Changes in levy rates also

Singapore is also changing the S Pass levy rates in 2025. Effective September 1, 2025, S Pass Basic/Tier 1 levy rates will increase from $550 to $650. S Pass Tier 2 levy rates remain unchanged at $650.

What is required for S Pass?

  • Foreign workers must have a job offer in Singapore to qualify for the S Pass.
  • Must earn a fixed monthly salary equal to the top one-third age group of the local APT workforce.
  • For S Pass, the employer or designated employment agent must apply on behalf of the applicant.
  • If the pass holder changes jobs, the new employer must apply for a new pass.
  • The reason for increasing reasonable salaries and allowances for S Pass holders is to raise the quality of S Pass holders to the top one third of Singapore’s local allied professionals and technicians.
