Recently, some media reports claimed that now there will be no need to pass this test for a driving license. It was also said in the reports that these rules will come into effect from June 1, 2024. Now the government has clarified this rule. The government has said that no such rule has been changed.

The Ministry of Road Transport and Highways has said in its statement that in reference to the news being circulated in some sections of the media, the government clarifies that Rules 31B to 31J inserted in the Central Motor Vehicles Rules (CMVR), 1989 through GSR 394 (E) on 07 June 2021, which lay down provisions relating to Accredited Driver Training Centers (ADTCs), have come into force from 01 July 2021 and will not be changed from 01 June 2024.

The ministry further said that it is also informed that Section 12 of the Motor Vehicles Act, 1988 provides for licensing and regulation of driving schools or institutions. This was amended in 2019 through the Motor Vehicles (Amendment) Act. It added new subsections for schools recognised by the Central Government. Recognition for ADTC can be given by the State Transport Authority or any agency notified by the Central Government. The certificate issued by ADTC on completion of the course (Form 5B) exempts the holder from the driving test.

According to the government, any other type of driving school, which follows less stringent rules, issues a certificate (Form 5) upon completion of the course. However, this certificate does not exempt the holder from the driving test. The application for a driving licence must be accompanied by Form 5 or Form 5B. However, despite exemption from the driving test, the final authority to issue a driving licence remains with the licensing authority.
