There will be strong security arrangements on Holi, action will be taken against those who create ruckus: Deputy Commissioner

Ranchi, 23 March (Hindu). Deputy Commissioner Rahul Kumar Sinha has issued an order on Saturday to maintain law and order and public peace on the occasion of Holi festival. Strict security arrangements have been made in view of Holi. About three thousand soldiers have been deployed in the capital. A magistrate has also been deployed. He said that Holi festival is celebrated with great enthusiasm, but it is also necessary that Holi should not be played with the person who does not want to play Holi. There should be no misbehavior especially with women. On the occasion of Holi festival, instructions have been given to keep a strict vigil on hooliganism, mutual fights and drivers driving under the influence of drugs and alcohol.

The Deputy Commissioner said that Lok Sabha elections have been announced and the Model Code of Conduct is in force. During this time, all the deputed magistrates, officers and police forces will also ensure that there is no violation of the Model Code of Conduct and if any such case is found, they will take appropriate legal action and report to the undersigned.

All deputed officers should remain alert and maintain law and order at their place of deputation and in their respective areas. He said that preventive action often leads to tension due to false rumours. Therefore, all police station in-charges have been directed to immediately resolve the rumors and take action as per rules. The station in-charge of the concerned police station will ensure that legal action is taken against those communal elements who try to spoil the atmosphere by spreading unnecessary rumours. Here it is also necessary that the concerned Deputy Superintendent of Police should supervise it properly. All police station in-charges will collect intelligence to control anti-social elements and will ensure to take action under Section 107 and other relevant sections against those who disturb public peace. The police station in-charge will ensure through patrolling that no accidents or disputes take place on the occasion of Holika Dahan programme. During the period of this festival, sometimes there are problems of unpleasant incidents related to collection of donations, indecent behavior of anti-social elements, forceful application of mud, dust, colors etc. on people and obscene singing of Holi etc. This needs to be given special attention.

The Deputy Commissioner has directed the Assistant Commissioner of Excise to ensure that all liquor shops remain closed for one day (Holi main day). They are also directed to conduct intensive raids against those selling illegal liquor during the said period and take all effective action at their level to stop its sale. Apart from this, the Deputy Commissioner has asked to ensure that the Civil Surgeon is deputed to the District Control Room with an ambulance, doctor, medical personnel and all necessary medicines and equipment for emergency medical arrangements during the above period.
