Lucknow, 11 September. Taking forward Chief Minister Yogi Adityanath’s vision of people-centric, transparent and technology-based good governance, a major initiative has been taken in the direction of making revenue services more simple and citizen-friendly in Uttar Pradesh. The Revenue Council has launched Simplified Khatauni to make the EWS certificate process online and transparent and to make the EWS portal and land records more clear and accurate. Revenue Council Chairperson Archana Aggarwal inaugurated both the facilities at the Revenue Council’s Ambedkar Auditorium on Friday. Along with this, a portal to make the process of land division online under Section 116 of the Uttar Pradesh Revenue Code was also launched.
No need to make unnecessary trips for EWS certificate
With the launch of the EWS portal, the process of making certificates for citizens belonging to economically weaker sections will be easier and more transparent than before. Now citizens will be able to apply online for EWS certificate. The application can further be sent and processed online at the Lekhpal and Tehsildar level. Information about what stage the application has reached and its status can also be recorded and viewed through digital medium.
This system will reduce paperwork and citizens will have less need to visit the tehsil or related offices again and again. Also, accountability and timeliness in disposal of applications will increase. Transparency will also be strengthened since the entire process will be monitored through digital medium. This step of the Yogi government’s technology-based system is especially a relief for those citizens who had to run around unnecessarily in getting the certificates made.
Land records will become easier to understand with simplified Khatauni
Through simplified Khatauni, land records have been made more clear, easy and useful for the common citizen. Now the area of land in Khatauni will be displayed up to six decimal places. With this, information about the area of land will be revealed in a more accurate form than before.
Arrangements have also been made to systematically make available information about old orders and old mortgage orders related to the archives in Khatauni. With this, citizens and revenue officials will be able to easily get information about old records and orders related to land ownership. This will facilitate understanding of land related records and will also reduce the difficulty in gathering information about old documents.
The process of land division will be online through Section 116 portal.
Under Section 116 of the Uttar Pradesh Revenue Code, a suit for partition of land can be filed by the co-accountant. Now a new portal has been started connecting this process with technology. Citizens will be able to apply online for land division. After the application, the process of notice and proclamation can also be operated and monitored through digital medium.
The report of the concerned accountant will be available on the portal. Map facility is also provided to see the actual geographical location of the land. This will establish better coordination between the court and the proceedings taking place on the spot. This will result in disposal of land division cases in a more transparent and time bound manner.
Emphasis on sensitivity with technology
Revenue Council Chairperson Archana Aggarwal said that revenue administration is directly related to the common citizen and his land related rights. Therefore, the aim of technology and new experiments should not be just to make the processes online, but to ensure simple, transparent and time-bound solutions to the problems of the citizens. He urged the young officers to work with sensitivity, impartiality and spirit of public service and to make maximum use of technology.
Communication with PCS Trainee Officers
Interaction with PCS Trainee Officers was also organized during the programme. They were introduced to the functioning of the Revenue Council and the important role of revenue administration at the field level. Also, the process of modern and accurate land measurement was demonstrated through rover technology. The trainee officers interacted with the officers on revenue administration, use of technology and practical challenges faced at the field level.
