Hemant government has started work on a very ambitious plan to give a new and modern dimension to the pace of urbanization in the entire state including the capital Ranchi of Jharkhand. To reduce the pressure of urban areas facing the problems of increasing population, traffic jams and unplanned development, a plan has now been prepared to establish modern satellite townships in every district of Jharkhand on the lines of big metros and smart cities of the country. In this regard, recently a high-level strategic meeting was held between the state government and the Heavy Engineering Corporation (HEC) under the Ministry of Heavy Industries, in which an important consensus was reached on better utilization of the huge and vacant land of HEC near Ranchi. The implementation of this masterplan will not only create state-of-the-art residential and commercial complexes in the state, but will also create new employment opportunities for thousands of youth, which will completely change the economic and social picture of Jharkhand.
In the field of modern urban planning, satellite township is a concept in which a completely self-sufficient, well-organized and equipped sub-city with modern facilities is established near the main city. In this, all the basic facilities like wide roads, underground electricity and sewage system, parks, schools, hospitals, shopping complexes and pollution-free green areas are available at one place. In a rapidly developing state like Jharkhand, where population pressure is continuously increasing on big cities like Ranchi, Jamshedpur, Dhanbad and Bokaro, the demand for such townships is increasing very rapidly. Traditional urban settlements often face serious problems of water, parking and congestion, but satellite townships offer a sustainable and modern solution to all these problems, where people can enjoy a high quality lifestyle without any hassles.
The biggest and important milestone of this entire plan seems to be the approval of the proper utilization of thousands of acres of land of the Heavy Engineering Corporation i.e. HEC based in the capital Ranchi. HEC, which has been going through economic crisis and industrial changes for the last few decades, has a huge land bank, which was not being fully utilised. In the high-level meetings held between the state government and the HEC management, a strategy has been made that this surplus land should be used for the development of modern smart townships, IT parks and industrial corridors. Under this agreement, a portion of the land will be developed for commercial and residential use, the revenue from which on one hand will help in strengthening the financial position of HEC, while on the other hand the state capital will get a grand and world-class infrastructure. This step is setting a great example of cooperative federalism between the Center and the State.
Apart from the capital Ranchi, a blueprint has been prepared to develop satellite townships under this scheme in other district headquarters areas of Jharkhand like Hazaribagh, Deoghar, Giridih, Dumka, Dhanbad, Jamshedpur and Palamu. In the construction of these townships, special attention will be paid to modern architecture and eco-friendly technologies so that sustainable development can be promoted in the era of global warming and climate change. Modern technologies like maximum use of solar energy, rainwater harvesting system and smart waste management will be compulsorily added in these areas. The main objective of the government is that people from small districts of the state do not have to migrate to metropolitan cities for employment or better life, but they should be able to get world class urban facilities and housing in their own home district.
This ambitious project of the Urban Development Department and the local administration is expected to bring an unprecedented change in the economic and industrial scenario of Jharkhand. When construction of such modern townships starts in every district, lakhs of direct and indirect employment opportunities related to construction, real estate, engineering, and service sectors will be created. This scheme will prove to be a boon for the local youth because due to development works the investment graph will go up rapidly. State policy makers believe that in the coming few years, many cities of Jharkhand will be included in the list of most developed and smart cities of the country. The public is also confident that this initiative of the government will prove to be a milestone in raising their standard of living and placing Jharkhand among the leading states of the country.
