Ranchi, March 13 (HS). A hearing was held in the Jharkhand High Court regarding the gang rape of a female tourist in Dumka. In the matter, Advocate General Rajeev Ranjan and Additional Advocate General Ashutosh Anand told the court orally that the state government will soon make a Standard Operating Procedure (SOP) for foreign tourists.
Tourism policy is in force in Jharkhand. The Central Government has set guidelines for foreign tourists, in which it is told what the states have to do regarding foreign tourists. On this basis, the state government will make SOP. On his behalf, the court was told that a total of 6773 foreign tourists have come to Jharkhand from January 1, 2023 to March 11, 2024.
Central government's SOP on violence against women has been made and there is also a police order in this regard in Jharkhand in the year 2020, in view of which SOP will be made on violence against women. Fixing the hearing of the case on April 2, the court has asked the state government to give a detailed affidavit regarding the SOP being made for foreign tourists.
It is noteworthy that recently an incident of gang rape of a Spanish woman was carried out in Hansdiha police station area of Dumka. The matter was brought to the notice of a division bench headed by acting Chief Justice of the High Court S Chandrashekhar. After this, the court took suo motu cognizance of the case and made the state Chief Secretary, DGP and SP, Dumka as defendants in the case and sought a report from the SP, Dumka.
In the last hearing, a reply was filed by SP, Dumka, on which the court had expressed dissatisfaction. Also, the state government was asked to take instructions and tell the court whether there is SOP for foreign guests or not.
