Restrictions on use of tractor-trolley in transportation of bricks, sand, morang and ballast

The Allahabad High Court has taken serious note of the deaths occurring in accidents due to the use of tractor-trolleys meant for agricultural purposes to transport bricks, sand, morang, ballast etc. and has asked to put a stop to it. The court has advised to use tractor-trolley only for agricultural work and has also asked the transport department to make a law for this, if necessary.

Justice Shekhar Kumar Yadav has given this order while rejecting the bail application of Sanjay, accused of death in an accident with a tractor trolley in Araon police station area of ​​Firozabad. The court said that it is often seen that tractors whose main work is agriculture and which are used for plowing the fields, sowing, harvesting and transportation of crops and seeds for agricultural work. Bricks, sand, morang, ballast etc. are also transported unauthorizedly from that tractor-trolley. The tractor-trolley is taken to the middle of the main road and markets.

The tractor trolley is quite big. This causes a lot of difficulty in transportation in the markets and often leads to accidents and loss of lives. The design of tractor trolley is such that it can be driven in the field only. Because the tractor is very small in front and the trolley attached behind it is four times bigger than the tractor. It neither has a light nor an indicator. Due to lack of visibility from behind at night, it often leads to accidents and loss of lives. Most of the people who do not have a driving license also drive tractor trolley.

The court said that using registered tractor-trolley for non-agricultural purposes is a violation of the Central Motor Vehicles Act 1988 and the Uttar Pradesh Motor Vehicles Taxation Act 1998. From time to time, the Transport Department also advises that tractor-trolleys should not be operated unnecessarily on main roads. In such a situation, the Transport Department is expected to curb such unauthorized tractor trolleys so that accidents and deaths due to tractor-trolleys can be avoided. It is also suggested that tractor-trolleys used for agricultural work should not be used for carrying grains but farmers should be motivated to use other goods carrying vehicles. If necessary, if a law has to be made on this, then think in this direction also.
