Responsibility of monitoring the election expenses of the candidates lies with the treasury: Deputy Commissioner

In view of the Lok Sabha elections, a training program was organized on Saturday at the Central Training Institute located on Pandara Road, Ranchi. These included officers and personnel deputed in Expenditure Accounts Investigation Team, Video Observation Team, C-Vigil, MCC, MCMC, Call Center and Assistant Expenditure Observer.

District Election Officer-cum-Deputy Commissioner Rahul Kumar Sinha, SSP Chandan Sinha, Nodal Officer Expenditure Monitoring Management Cell cum Deputy Development Commissioner Dinesh Kumar Yadav were present in the program. In the training program, through district level master trainers, Expenditure Observer, Assistant Expenditure Observer, Video Surveillance Team, Viewing Team and Accounting Team were given detailed information about their work and responsibilities.

During the training program, the Deputy Commissioner gave detailed information to the officers deputed in the Expenditure Monitoring Cell about their work and responsibilities. He told that voting is to be held in the fourth and sixth phase in Ranchi district, after the notification of elections, nominations are made through candidates. He told that after this, monitoring of expenditure incurred by the candidates in the elections is also started. Monitoring is the responsibility of the entire cell. This includes Expenditure Observer, Assistant Expenditure Observer, Video Surveillance Team, Video Viewing Team and Accounting Team. The Deputy Commissioner gave information about how to calculate the expenditure incurred in any political programme, road show, campaign etc., how to create a shadow register, how to create an evidence folder.

He said that he also gave information about the guidelines of the Election Commission of India. Information about the three-time meetings chaired by the Expenditure Observer and what will be the protocols for monitoring the entire expenditure was also given in the training session. He said that as the elections are approaching, the work of the cell is increasing. He told all the deputed officials to be ready by doing all the necessary paperwork.

On the spot, the SSP said that you all should work as a team. He said that everyone should stay in touch with the police station in-charge of their area, this will ensure that no expenditure will be missed.
