A major change is being seen regarding demographics in the progressive state of Kerala, South India. The Government of Kerala has taken a concrete and visionary step to address the ever increasing elderly population in the state and the challenges related to their socio-economic security. In Kerala Assembly on Tuesday ‘Keralaam Senior Citizens (Care and Protection of Rights) Bill, 2026’ was presented. The main objective of this new bill is not only to provide better life and security to senior citizens but also to take advantage of their vast experience for the development of the state through the ‘Silver Economy’.
Why was this special bill needed in Kerala?
Chief Minister presenting this important bill in the Assembly V.D. satisan Expressed deep concern and consideration over the changing demography of the State. He said that in the last few years in Kerala, due to declining birth rate, delay in marriages and migration of youth and higher education students to other states or abroad for a better future, the number of youth at the local level is continuously decreasing.
On the contrary, due to better health facilities, the average age of people is increasing, as a result of which the proportion of senior citizens in the society is increasing rapidly. According to government estimates, by 2036 the elderly population in Kerala will be almost double the national average. The government clearly believes that it has now become mandatory to make this demographic change the main basis in every future development plan and policy of the state.
Highlights of the bill and the concept of ‘silver economy’
The Kerala government is not looking at this whole matter as just a traditional welfare scheme but wants to develop it as an economic and social opportunity. Under this new policy, the expertise of experienced and retired professionals above 60 years of age will be fully utilized.
