President Draupadi Murmu, who holds the highest constitutional post of the country, in her special address to the nation, has given a very sensitive, strong and guiding message regarding the future of crores of youth of the country, students and candidates preparing for competitive examinations. Underlining the central role of youth in the country’s progress, social justice and the resolve for ‘Developed India’, the President laid maximum emphasis on maintaining purity, transparency and fairness in competitive examinations. He said in clear words that playing with the dreams, hard work and abilities of the promising and hardworking youth of the country will not be tolerated at any level. Addressing the concerns raised regarding competitive examinations in recent times, the President presented before the country the outline of the stringent ‘Anti-Paper Leak Law’ implemented by the Central Government and the comprehensive examination reforms going on at the national level.
Playing with the dreams of youth cannot be tolerated: President’s strong and sensitive message
In his address, President Draupadi Murmu made special mention of the struggle of the students and the sacrifice of their families who are preparing day and night for competitive examinations (like NEET, JEE, UPSC, SSC, Banking and State Service Commissions) in every corner of the country. He said that when a youth from an ordinary and poor family dreams of getting a government job or admission in a higher educational institution, behind it lies the penance and hopes of the entire family. If these dreams are harmed through any corrupt element or unfair means, it is not just a loss to an individual but an attack on the faith of the entire nation.
The President assured that the country’s leadership and constitutional institutions stand firmly with every meritorious student. No criminal or organized gang will be allowed to break into the examination system of the country and the hard work of the students will be ensured to be respected at all costs.
Mention of ‘Public Examination Act’ and stringent penal provisions
The President passed the historic The Public Examinations Prevention of Unfair Means Act Referring to the exam, he said that the government has prepared the strictest legal framework in the country to curb paper leaks, cheating and examination scams.
Highlighting the stringent provisions made under this law, he said:

For gangs that systematically leak papers, appoint dummy candidates or commit fraud in any examination. Rigorous imprisonment up to 10 years And Heavy fines up to ₹1 crore Provision has been made.

A strict legal system has been made to confiscate and confiscate the properties of any private institution, examination center operator or agency found involved in crime.

Malpractices in examinations have been categorized as non-bailable and cognizable offenses so that no culprit can escape the clutches of the law.
The President said that this strict law is proving to be a milestone in uprooting the network of examination mafias within the country and creating a transparent environment.
Roadmap for high-level reforms in NTA and examination system
The President specifically mentioned the restructuring of the National Testing Agency (NTA) and the reformative steps suggested by the expert High-Level Committee on Exam Reforms to make the conduct of examinations completely error-free and modern.
He informed that the entire examination system of the country is now being changed as per the world class standards:

Hybrid and Computer-Based Testing (CBT): Most of the examinations are being shifted to secure digital platforms and hybrid models in a phased manner to eliminate the risks faced during printing and physical transportation of question papers.

Multi-Stage Verification and Biometrics: To prevent fake candidates at the examination centres, modern facial recognition, live biometric authentication and Aadhaar-based digital identification have been made mandatory.

Artificial Intelligence (AI) and CCTV Surveillance: All the examination centers have been brought under the ambit of live AI surveillance by connecting to the central command room, which immediately detects any unusual activity or suspicious movement.
Transparent and fair system: assured to bright and deprived students
President Draupadi Murmu expressed deep sensitivity towards the students, especially those coming from rural, remote areas, tribal areas and deprived social backgrounds. He said that India’s democracy and Constitution promise to provide equal opportunity to every citizen. Only when the examinations are completely transparent and fair, the son or daughter of the family standing last in line can reach the highest positions on the basis of their merit.
He appealed to the students and parents not to get misled by any kind of rumours, disappointments or middlemen. The government and the judiciary are fully committed to ensure that every examination is conducted solely on the basis of ‘merit and hard work’.
Digital security, end-to-end encryption and a blueprint for future exams
Touching on the technical aspects of his address, the President underlined that in the coming times, impenetrable digital systems like ‘end-to-end encryption’ and blockchain technology are being used in the generation of question papers, bank locker transfers and digital transmission. Question papers will be decrypted only through the password on the authorized server a few minutes before the commencement of the examination. Apart from this, regular third-party audit of the infrastructure, computer systems and cyber security of the examination centers has been made mandatory so that there is no scope for any technical glitches.
Central role of youth in building developed India 2047
Describing youth as the nation’s biggest capital and energy, the President said that India is today the fastest growing major economy in the world. The country is setting new records in various fields like science, space, digital public infrastructure, startups and manufacturing. Our youth is at the center of these achievements.
He also called upon all educational institutions, universities, professors and examination regulators to not consider examination conduct as merely an administrative responsibility but perform it as a sacred national duty of nation building. Building a strong India is possible only with moral values, honesty and accountability.
