Purnia, 09 August (HS). Purnia Lok Sabha MP Rajesh Ranjan alias Pappu Yadav on Friday during the Question Hour in Lok Sabha demanded the Central Government to establish a bench of Patna High Court in Purnia. Apart from this, he also raised serious questions on the low electricity supply and irregularities in the prepaid electricity meters in Purnia Lok Sabha constituency and said that most of the people of Purnia are poor, due to which they are being exploited by prepaid meters.

He said that there is terror of smart meters in Katihar Kishanganj along with Purnia. The way charges are being made when the smart meter reading and recharge is not done is very wrong. It can be said that the middle class and the poor people are being exploited by this. Checking of its reading is extremely important. He said that work should be done to establish electricity grade on the land acquired for the power project in Kodha which comes under Katihar district under Purnia region. He said that today the maximum power cuts are happening in our Lok Sabha constituency Purnia and the adjacent Katihar. This is unfortunate. He demanded One Nation – One Tariff from the government.

Earlier, during the Question Hour, Pappu Yadav asked whether any bench of Patna High Court is functioning in Bhagalpur district of Bihar, if yes, what is the related detail and if not, what are the reasons for it? In view of the inconvenience faced by litigants in travelling long distances to reach Patna and a large number of cases pending in Bihar, does the government plan to establish a bench of Patna High Court in Bhagalpur and Purnia of Kosi-Seemanchal region? If yes, what is the timeline of the said proposal? If not, what are the reasons for it?

He said that earlier also I had written a long letter to the then Law Minister Ravi Shankar Prasad and requested for this. See the 125th report of the Law Commission. He said that at present there are two High Court benches in Maharashtra, three in Madhya Pradesh and two in Uttar Pradesh, whereas there should be four here. There is a Patna High Court in Bihar, in which about 2,37,000 cases are pending till now. Pappu Yadav said that the opening of the High Court bench in Purnia is not pending from today. The area of Kosi, Seemanchal, Mithilanchal, Bhagalpur has the most poor people. They cannot come to Patna, because it is very far from there to Patna. Due to this they are not able to get justice. Therefore, a High Court bench should be established in Purnia.

In response to this, Law Minister Arjun Ram Meghwal said that the recommendations of Jaswant Singh Commission and the decision of the Supreme Court have laid down some procedures. Under that procedure, the concerned state government and the High Court will consider all aspects and reach a consensus regarding the establishment of a new bench. The Chief Justice of the High Court, the Chief Minister of the state and then the Governor will reach a consensus and such a proposal will come. No such proposal has come yet.
